ABOUT THE AUTHORS

Rick O’Connor became a solicitor with the former Region of Ottawa-Carleton where he practiced in the areas of municipal, labour, and employment law, and administrative litigation since his 1989 call to the Bar in Ontario. With the amalgamation of the City of Ottawa in 2001, he became the Deputy City Clerk while retaining the title of Legal Counsel and was appointed City Solicitor in 2006.

David G. White is the Deputy City Solicitor for the City of Ottawa, having previously served as Manager of Litigation and Labour Relations and Senior Labour Law Counsel. He is a graduate of the University of Ottawa, Faculty of Law (1993) and was called to the Bar in 1995. Having worked with the former Region of Ottawa-Carleton, he has been a lawyer in the municipal field for more than 20 years. He has written a number of articles on a variety of municipal law topics and is co-author of the Conduct Handbook for Municipal Employees and Officials.
