Consulting Services required for Council Composition and Ward Boundary Review

The Corporation of the City of Burlington (the “City of Burlington”) is seeking a consultant who will undertake a comprehensive Council Composition and Ward Boundary Review including broad engagement and consultation with members of the public, communities, key partners, and members of Council, to arrive at an effective and equitable system of representation across all wards, to be in place for the 2026 Municipal Election.

The purpose of the Council Composition Review (Phase 1) is to evaluate and present best practice recommendations to Council regarding council composition. The purpose of the Ward Boundary Review (Phase 2) is to evaluate and present recommendations regarding ward boundaries for the City of Burlington that align and are based on the approved recommendation from Phase 1, and provide for a fair, equitable and effective system of representation for the residents of Burlington, complying with applicable legislation.
