Regional District of Nanaimo Residents Invited to Provide Input on Bylaw 2500

The Regional District of Nanaimo (RDN) is updating its Land Use and Subdivision Bylaw No. 500, 1987 (Bylaw 500). Bylaw 500 is a planning document that regulates the use of land, buildings and structures in RDN Electoral Areas A, C, E, G and H. The RDN Board gave draft Zoning Bylaw 2500, which will replace Bylaw 500, first reading at the January 9, 2024, board meeting and endorsed an engagement plan to seek public input on the draft bylaw through an online survey and six in-person open houses. The feedback collected will help develop recommended changes to the draft zoning bylaw that staff will present to the RDN Board for second reading.

The open houses will be held in each of the affected electoral areas and an additional open house will be held at the RDN administration building. The same information will be provided at all the open houses so residents can choose to attend an open house at a location that is most convenient for them.

Bylaw 500 covers a wide range of rules that all property owners must follow when developing or using private lands. This includes land and building use, building heights, home-based businesses, secondary suites and more. At more than 36 years old, Bylaw 500 is outdated in many areas. When the update is complete, the bylaw will better reflect the range of land uses and building types that are in demand today in the five electoral areas:

  • Electoral Area A (Cedar, South Wellington, Yellowpoint, Cassidy)
  • Electoral Area C (Extension, Nanaimo Lakes, East Wellington, Pleasant Valley)
  • Electoral Area E (Nanoose Bay)
  • Electoral Area G (Englishman River, San Pareil, French Creek, Little Qualicum, Dashwood)
  • Electoral Area H (Bowser, Qualicum Bay, Deep Bay)
