Works Technician 5 (Operations) – Traffic

Reporting to the Project Manager of Traffic, the successful applicant will support the Division’s service provision by acting as a group leader guiding staff and/or client groups through the Region’s policy and technical design process, by offering appropriate information and assistance related to complex issues and projects and by providing advice on coordination with internal and external agencies.  This includes managing all resources on complex projects and programs to facilitate the on-going improvement and expansion of the Region’s transportation infrastructure.

The incumbent will:

  • Act as a group leader guiding staff, consultants and external agencies regarding Regional policies and procedures
  • Guide, coordinate, delegate and monitor activities of technical staff, consultants, contractors and field staff with respect to all aspects of project design, project construction, infrastructure maintenance and operations
  • Provide technical leadership to streamline planning, designing and project management processes in addition to capital, operations and maintenance programs
  • Plan, manage and administer major infrastructure assets, programs and projects with respect to short and long-term engineering studies, planning, safety, design, construction, operations and maintenance
  • Co-ordinate, review and administer terms of reference, tenders and contracts, legal agreements and by-laws
  • Prioritize divisional needs and budget requirements for current and capital road programs
  • Research and develop methods to evaluate and approve emerging technologies, products, software and recommend and report on new methods or changes to Regional standards, policies and technical procedures
  • Prepare Works Committee and technical reports
  • Liaise with internal divisions and external agencies, customers and suppliers

The successful applicant will possess:

  • A three-year post-secondary diploma in Civil Engineering Technology or related discipline
  • Registration or be eligible for registration as a Certified Engineering Technologist with O.A.C.E.T.T.
  • Extensive work-related experience
  • Thorough knowledge of transportation and civil engineering principles to provide advice on policies, budgets, technical design, operations, construction and appropriate approaches to technical problems
  • Comprehensive understanding of accepted industry standards, principles, techniques, and processes to assess impacts, evaluate alternatives and recommend solutions to unique and complex problems
  • Thorough knowledge in municipal design criteria, municipal By-law and Procedures, Ontario Traffic Manual, Transportation Association of Canada (Geometric Design Guidelines), Highway Traffic Act, Accessibility for Ontarians with Disabilities Acts, and the Occupational Health and Safety Act
  • Experience working with Microsoft Office software (Word, Excel, Access, PowerPoint, Project), AutoCAD, AutoTURN, and specialized Traffic Engineering software applications used for Traffic Modelling, Traffic Coordination, Traffic Control Systems, Traffic Incident Management, Traffic Data Management etc.
  • Excellent verbal and written communication skills, public relations, leadership, project management, analytical, conflict resolution, mediation, and organizational skills A valid Ontario Class ‘G’ Driver’s Licence

CUPE 1764 Salary Grade 9
This position is with Salary Grade 9 and will be paid at the following hourly rates:

– Start: $53.87 – Six Month: $56.87 – Job: $59.86
