Position Summary
Reporting to the Manager of Financial Reporting & Revenue, the Supervisor, Revenue is responsible for supervising the team responsible for the billing of property taxes and water, wastewater and storm water services as well as the collections for the Town’s accounts receivables while implementing the goals and objectives of the Town.
Responsibilities
- Ensures all billing and collections are done in accordance with Town policies and the Municipal Act.
- Responsible for providing excellent customer service when working with external clients on escalated billing and collections related matters, reviewing and actioning assessment changes, leading the tax sale process on eligible accounts, designing and developing billing and collections policies and recommending actions to resolve larger billing related issues.
- Support the implementation and development of policies for Town billings of utilities and property tax which meet the requirements of the Municipal Act; identify opportunities and recommend changes and improvements.
- Coordinates with the Operational Services department on the water meter replacement and other water meter reading related issues to resolve and recommend solutions to billing issues.
- Responsible for providing daily direction, support, training and coaching to the Customer Service Representatives in Access Aurora by keeping a log of recurring questions and answers to assist them in troubleshooting customer’s issues and answer Level 1 inquiries in a standard form.
- Leads and supervises assigned Finance staff including orientation and training, performance evaluation, scheduling, discipline, payroll submissions and overtime authorization, and makes recommendations on promotions and terminations.
Qualifications
- Successful completion of a university degree in Accounting, Business Administration or related field of study or relevant experience.
- Completed the Municipal Tax Administration Program through the Ontario Municipal Tax and Revenue Association.
- Completed or working towards the completion of either Associate Member Institute of Municipal Assessors (A.I.M.A) or the Member Institute of Municipal Assessors (M.I.M.A) designation.
- A minimum of five (5) years of demonstrated experience in municipal water services and/or property tax billing, including demonstrated supervisory or leadership experience.
- Excellent analytical, organizational, investigative, research/report writing and problem-solving skills and the ability to deal courteously and effectively with residents, consultants, contractors, and the general public.
- Must hold a valid Class “G’ driver’s license and a reliable vehicle to use on Town business.
Successful applicants to this position will be required to provide a Police Criminal Record Check that is satisfactory to the Town prior to their start date at the applicants’ own cost.
