Supervisor Operational Services

Reporting to the Manager of Operational Services, the Supervisor of Operational Services provides leadership and daily supervision to their assigned workforce. The incumbent is accountable for the safe delivery of quality, quantity and efficiency of diverse maintenance activities ensuring public access to roads, sidewalk and related infrastructure, in compliance with applicable legislation, regulations, policy, standards etc. These duties will be executed with a focus on delivering high quality customer service and identifying and acting upon continuous improvement opportunities.
Maintenance Activities: Include but not limited to:
- Winter Control (snow plowing, snow removal, contracted services, winter patrol, anti-icing, sidewalk clearing)
- Pavement Maintenance and Repair (MMS Compliance)
- Roadway Structure Maintenance (guiderail, retaining walls)
- Roadway Aesthetics (roadside and boulevard maintenance, litter control, sweeping, line of site)
- Emergency Response, road closures
- Overland Storm Water Management Systems
- Sidewalk Maintenance (MMS Compliance, inspections, repairs, claims)
- Utility Restoration program (restoration, permits, inspections, asphalt, concrete, sod repairs)
Duties:
- Capital Contract (budget, infrastructure repair, scheduling, proactive scheduling, document writing, procurement)
- Provide first-level supervisory oversight of field operations including staff recruitment, training, mentorship, development and performance issues
- Develop schedules and coordinate weekly and seasonal work plans, ensure materials and equipment are available
- Monitor, document, and report on actual attainments versus planned accomplishments and crew performance, ensuring all work is undertaken in a cost-effective and efficient manner, delivered on time, within budget and in compliance with established customer service standards
- Respond to issues verbally and in writing regarding concerns from members of the general public, staff, other departments, and systems stakeholders
- Assist the Manager of Operational Services with the investigation and resolution of third party claims, development of annual budget, variance analysis, and annual work plans
- Liaise with and manage the performance of suppliers, vendors and contracted Create and process quotes for tendered services in accordance with the City s purchasing by-laws
- Develop/implement policies, guidelines and standard operating procedures to ensure all work practices comply with the City of Brantford s Health and Safety policies, as well as with other applicable City policies and procedures and all legislated requirements
- Participate in an on call after hours services rotation, including supervision of 24/7 Winter Control Operations. Provide leadership and supervision during inclement weather.
- Perform other related duties as assigned
Qualifications:
- Successful completion of a community college diploma and education/training such as CRS designation or successful completion of related courses in regards to road and construction maintenance
- Minimum five (5) years’ in a leadership role delivering road maintenance related projects, preferably in a unionized environment. Ability to demonstrate strong leadership and provide training to direct reports.
- Good interpersonal, road/construction knowledge and communication skills to interact with all stakeholders, co-workers, Council, external contractors and general public
- Strong demonstrated ability to organize, coordinate and follow up on issues/concerns/program Demonstrated experience to be able to assess and prioritize to meet deadlines, respond to emergencies and complete work in compliance with all applicable standards and regulations
- Must possess a valid class G Drivers License and have a Driver s abstract clear of any demerit points and pending infractions and/or record found to be satisfactory to the City of Brantford
- Demonstrated experience utilizing MS Office software applications, word processing, and Experience and knowledge with GPS/AVL programs, Work order systems, Web based, Collector Apps and data compiling tools
- Demonstrated knowledge of applicable legislation, road maintenance, construction regulations, and industry standards such as but not limited to; Minimum Maintenance Standards, Hours of Service, Traffic Control Manual Book 7, Occupational Health and Safety Act and Regulations, H.M.I.S., and Highway Traffic Act
- Knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
- IMS 200 Certification or equivalent (ICS200) is considered an Subject to course availability, certification must be achieved within the first year of employment.
WAGE/SALARY RANGE: $52.38 to $65.48 (based on a 35 hour work week) plus benefits.
