Position Summary
Under the general direction of the Manager, Development Engineering, this position is responsible for the technical engineering review of development applications including the preparation of recommendations and conditions of development approval, coordination of the maintenance and assumption processes, issuance of associated permits, and providing customer service to development industry stakeholders and residents. In consultation with the Manager, Development Engineering, this position coaches and mentors a technical work team within the Development Engineering division.

Major Job Responsibilities

Technical Engineering Review
• Analyzes and Reviews engineering drawings, subdivision agreements, engineering reports and letters of credits, stipulating clauses and conditions for draft plans and development agreements and ensuring compliance to local and provincial standards.
• Provides technical guidance and support to Development Engineering staff
• Performs technical review of design and construction drawings and various technical reports and recommends approval of the same.
• Prepares written letters/emails and attends meetings with stakeholders to negotiate and resolve complicated engineering matters related to development applications.
• Preparation of subdivision, site plan and other development agreements in consultation with the Manager.
• Project management of and stipulating terms and conditions for all development agreements and for the construction of same, up to and including assumption of public services (Subdivision/servicing agreements) and approvals of private works (site plan/consent applications).

Customer Service
• Represents the Town at stakeholder meetings with internal staff, developers, consultants, and regulatory agencies.
• Liaises with regulatory agencies to resolve complex engineering issues.
• Builds and maintains good working relationships with regulatory agencies and the development industry.
• Investigates engineering related concerns/complaints associated with development applications, recommends corrective action, and follows up until the matter is resolved.
• Provide expertise to other departments on engineering design issues.
• Responds to public and stakeholder inquiries on a regular basis
• Liaises with Planning and Building Departments to confirm actions required on priority projects

Maintenance, Assumption, Securities, and Fees
• Coordinates the maintenance and assumption process for subdivisions and recommends approval of the same.
• Reviews and recommends approval of cost estimates and recommends reduction/release of securities for subdivisions following completion of the works.
• Reviews and approves cost estimates to establish security requirements for complex site plans.

Site Alteration, Entrance, Culvert and Road Occupancy Permits
• Provides technical guidance to staff undertaking technical design review of permit applications.
• Identifies submission requirements for the above noted permit applications including negotiations with regulatory agencies for complex permits.
• Provides guidance for the issuance of Entrance, Culvert and Road Occupancy Permits and recommends approval of Site Alteration Permits.

Other Duties
• Performs periodic site inspections of development sites, as needed, to resolve escalated issues
• Mentors and coaches technical staff within the Division and acts in the capacity of the Manager, Development Engineering in the absence of the incumbent.
• Provides input into the Town’s Engineering and Parks Standards Manual and internal processes and procedures and assists with updates to the same.
• Recommends process improvements to improve the efficiency and effectiveness of the Division
• Comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act

Education and Experience

• Three (3) year post-secondary diploma in Civil Engineering Technology
• Post-secondary degree in Civil Engineering preferred
• Five (5) years of progressively responsible municipal engineering experience in construction and the technical review of development applications including preparation of conditions of approval and associated agreements
• Detailed design experience of municipal infrastructure for development projects preferred
• Experience writing technical engineering reports is an asset
• Certified Engineering Technologist (C.E.T.) designation in good standing with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT)
• Professional Engineer (P.Eng.) designations in good standing with the Professional Engineers Ontario (PEO) is preferred
• In depth knowledge of the planning and design of municipal infrastructure including background study review and construction estimating
• Familiarity with Provincial, municipal and other relevant industry standards/policies and modern construction practices
• Working knowledge of contract law, the Municipal Act, the Planning Act and applicable Environmental legislation
• Proficient in Microsoft Office applications and familiarity with AutoCAD, CSDC, AMANDA, and GIS platforms
• Excellent written and verbal communication skills
• Excellent interpersonal, negotiation, decision-making and conflict-resolution skills
• Strong organizational, record-keeping and time-management skills
• Ability to work well independently and as a leader within a team in a fast-paced environment
• Ability to meet conflicting deadlines and multiple project assignments
• Must possess a valid class “G” Ontario driver’s licence with a satisfactory driving record; use of a personal vehicle
• Effective leadership skills and an ability to coach and mentor other team members is an asset
