Our People & Partner Services Division (PPS) is currently seeking an experienced Senior Business Partner, Talent Attraction & Inclusion, who enthusiastically embraces the principles of public service, inclusion & belonging, and people excellence — and demonstrates these principles consistently and reliably in the execution of their work.

The Opportunity:

As a trusted member of our People and Partner Services team, you will have a specialized focus on leading talent attraction and inclusion systems; and providing dedicated expertise and support to the Business Partner team and hiring managers. Your primary priority will be to evaluate and enhance our existing general and seasonal recruitment processes to meet the evolving needs of our organization, while implementing ongoing strategies to support a welcoming and inclusive workplace. You will develop relationships with external partners and agencies to attract diverse applicant pools, while collaborating with other PPS teams to review internal processes, with a diversity and inclusion lens to reduce barriers and support a welcoming environment.

 

You will also provide advice on job design, workforce planning, and succession planning, in partnership with other PPS teams, to deliver value-added services that align with our organization’s business objectives. Beyond this specific focus area, you may periodically lead other strategic talent management and learning & development initiatives, as well as provide additional consulting services and guidance on broader workforce and performance management matters, including complex employee and labour relations cases.

 

Your professional experience and skillset:

You are known for your skill in establishing successful working relationships across diverse business streams with a solid track record of assisting and guiding groups through workforce management and recruitment cycles, while ensuring we are creating and maintaining an inclusive workplace.

You are experienced in working with complicated employee cases and human resources issues. You are an effective communicator with the ability to navigate and support complex issues while maintaining effective and respectful relationships with numerous different groups and unions. Your sound skills in gathering information, analyzing issues and providing sound advice and support to resolution will be a key to your success.

 

This will be complemented by:

  • Post-secondary degree in Human Resource management or a related field, with:
    • Minimum of ten to twelve years of progressive Senior Business Partner experience with an emphasis on building Human Resources strategies and programs
    • Certified Chartered Professional in Human Resources (CPHR) designation or eligibility preferred
    • Registered designation in Recruitment or Talent Management will be an asset
  • Demonstrated experience leading and managing complex projects that require strong leadership, initiative, and change management
  • Successful interpersonal and facilitation skills that demonstrate an ability to influence, coach and support others, supplemented by effective written and presentation skills
  • Advanced culture change, leadership development and conflict resolution skills
  • Recognized organizational change management experience, which emphasizes the people side of change
  • Demonstrated ability to build strategic networks, alliances and partnerships and work in a collaborative and integrated manner
  • Ability to analyze and integrate information from multiple sources to form a comprehensive perspective
  • Ability to achieve results, take initiative and be flexible and responsive to changing priorities and circumstances
  • Ability to work effectively with senior levels of the organization and all operating areas
  • Demonstrated ability to achieve results in the context of a respectful, inclusive and service-minded style
  • A solid understanding of collective agreement Interpretation and application
  • Knowledge of sound business practices related to human resources management
  • Good working knowledge of Human Resources Information Systems
  • Good analytical and problem-solving skills and the ability to think strategically to address business needs
  • Initiative and self-motivation, as well as the ability to work as a part of a team
  • Good time management and organizational skills, including ability to multi-task

 

The City offers a competitive salary, comprehensive flexible benefits package, and flexible work arrangements.

 

Salary Range:  $109,180.50 to 136,480.50; commensurate with experience
