JOB SUMMARY
The Program Manager, Mobility Safety supervises the Mobility Safety team, oversees task delegation, coordinates and reviews work activities, and performance management.  This position is responsible for the delivery of programs and services such as the Vision Zero Road Safety Plan, Automated Speed Enforcement (ASE), data collection and management, preparation and review of pavement marking and signage plans, and other mobility safety initiatives for all road users.

As the subject matter expert, this position provides technical advice, guidance and recommendations through staff reports to Council and senior management, corresponds with residents, participates on project teams and reviews engineering drawings, construction plans and development proposals from a mobility safety perspective. This position is also responsible for maintaining the city’s Traffic Bylaws and implementing traffic control measures aimed at improving safety on Markham’s transportation network.

KEY DUTIES AND RESPONSIBILITIES

  • Leads various Vision Zero road safety programs and initiatives, with data analysis, technology integration and performance monitoring. Programs include, but not limited to, school zone safety, speed display boards, traffic data collection and automated speed enforcement (ASE).
  • Provides technical support for other engineering projects, such as the Active Transportation Program, Sidewalk Infill Program, School Crossing Guard Program and Active School Travel initiatives.
  • Coordinate and supervise the work of the Traffic Technologists and associated resources necessary to facilitate mobility safety investigations and assessments to ensure compliance with regulations, legislation and technical requirements. Develops and monitors performance management, health & safety and other regulatory compliances.
  • Assist in the preparation of annual operating and capital budgets, approving and monitoring expenditures and addressing budget variances within areas of responsibility. Develop, or otherwise initiate the development of strategies, policies, procedures, standards and specifications related to the mobility safety programs, with engagement with government and non-government agencies, advocacy groups and community.
  • Prepares, reviews and sends correspondence in response to inquiries received from residents, Mayor and members of Council, other City staff and external agencies.
  • Approves and finalizes terms of reference, requests for proposals and contract specifications related to the procurement of materials, equipment and services.
  • Coordinates the review of and provides comments on road design drawings and development proposals to identify impacts to mobility safety and to ensure compliance with City standards and provincial legislation.
  • Prepares staff reports and/or presentations to senior management and Council with respect to mobility safety, traffic control measures, and traffic calming initiatives.
  • Attends internal and external meetings, committees and working groups and provides input on behalf of the City and the department related to traffic operations. Provides and/or presents evidence at hearings, inquests, examinations for discovery and public inquiries regarding traffic issues.
  • Tracks complaints statistics, analyzes data, develops and monitors performance indicators to ensure excellent customer service and continual service improvement. Completes related year end reports.
  • Other duties as assigned.

REQUIRED SKILLS & COMPETENCIES

  • University Degree in Civil Engineering or equivalent from a recognized university.
  • Professional Engineer (P.Eng.) license is required.
  • Membership with the Institute of Transportation Engineers (ITE), Transportation Association of Canada (TAC), and/or Project Management Professional (PMP) or Program Management Professional (PgMP) is considered an asset.
  • Minimum 5 years in transportation/traffic safety, operations, and active transportation.
  • Minimum 3 years supervising or managing other staff, in a municipal government environment.
  • Demonstrated program and project management experience, specifically in project coordination, procurement, contract/consultant performance and monitoring of project expenditures to ensure budget adherence.
  • Thorough practical knowledge of transportation engineering technologies (such as traffic signal systems, radar speed display boards, automated speed enforcement), intersection and active transportation facility design principles.
  • Strong knowledge of provincial and municipal legislations, policies and practices relevant to the position and a strong awareness of current political and economic issues affecting municipal government.
  • Thorough knowledge of the Highway Traffic Act, the Accessibility for Ontarians with Disabilities Act (AODA), the Ontario Traffic Manual, Transportation Association of Canada (TAC) Manual and other applicable regulations and guidelines.
  • Familiarity with the use of Traffic Engineering Software (TES) is preferred, including the ability to effectively navigate the individual modules, leverage the GIS tools and generate and prepare customized reports.
  • Effective communication and dispute resolution skills to respond diplomatically to inquiries and complaints and to provide explanations to diverse audiences.
  • Ability to provide verbal and written explanations and correspondence on complex technical matters, and prepare reports to senior management, Council and Committees.
