Reporting to the Manager of Procurement, the Procurement Analyst will facilitate the purchasing of goods and services for the Town.  Responsible to provide quality customer service, reduce risk, and obtain the best overall procurement value for the Town, while ensuring that procurement activity is open, fair, transparent, and in compliance with all relevant legislation and municipal policies.  Key responsibilities include:

  • Implementing and administering procurement policies, procedures and standards and ensuring compliance
  • Supporting the competitive bid process
  • Tracking metrics to analyze vendor spending trends
  • Supporting the mediation of contentious issues that may arise from purchasing activities
  • Administering the disposal of surplus assets.

The ideal candidate will hold a degree or diploma from an accredited college or university with a concentration in Business or related discipline, paired with professional membership in good standing in at least one of the three recognized professional purchasing designations with the Purchasing Management Association of Canada or the National Institute of Governmental Purchasing: Certified Supply Change Management Professional; Certified Public Purchasing Office; Certified Purchasing Manager, or equivalent designation. In addition, the ideal candidate will have three (3) years of progressive experience in a purchasing function, in either the public or private sector and experience and working knowledge of public sector procurement practices and procurement-related contract law. Other requirements include:

  • Excellent interpersonal, time management, analytical, research, presentation, problem solving, and facilitation/negotiation skills
  • Ability to read and interpret legislation and legal agreements
  • Ability to think and act strategically and appropriately in a political and community service environment, to foster corporate thinking and a positive customer care approach among staff
  • Strong verbal and written communication skills.
  • Computer literacy utilizing the Microsoft Office Suite with advanced skills in Excel and PowerPoint.
  • Experience using Bids & Tenders platform considered an asset.
  • Availability to attend meetings or corporate events in the evenings as required.

Salary Range: Band 6: $82,737 – $97,336
