Position Summary:
Reporting to the Manager of Roads and Drainage and Manager of Sustainability and Solid Waste, the Operations Compliance Coordinator will enhance the Town’s operational performance by developing and implementing strategic traffic studies while ensuring compliance with relevant legislation and best practices in road, traffic, drainage, and solid waste operations. Assist in the proactive and innovative construction, operation, and maintenance of the community’s infrastructure. This role will also manage risks associated with the solid waste disposal site and road network to ensure effective and safe operations.

 

Key Duties and Responsibilities:
• Develop and implement robust processes, policies, and procedures to efficiently monitor day-to-day operations, ensuring compliance with Town Maintenance Standards, the Municipal Act, and industry best practices. This encompasses operation manuals, logbooks, and compliance records, along with preparing necessary reports and documentation.
• Prepare traffic operational studies/safety audits and/or co-ordinates and oversees consultant preparation of studies or engineered designs. Reviews and analyzes data compiled by technical staff in data collection and preliminary analysis. Finalize conclusions; formulate implementation plans and policies based on the study findings.
• Administer various traffic programs, including the Transportation Master Plan and ensure the maintenance and integrity of traffic-related databases, including manual and mechanical counts, radar spot speed studies, vehicle collision police reports and statistical analysis.
• Monitor compliance with all Environmental Compliance Approval/Licenses/Permits for Stormwater, pit and Disposal Site infrastructure and report regularly to the Managers and the Supervisors.
• Collaborate with multi-disciplinary teams to prioritize and implement traffic improvement projects derived from studies.
• Coordinate and make recommendations related to the review of applications and issuance of permits, municipal consents, franchise and Municipal Access Agreements as they relate to Town property.
• Develop and implement new efficient processes to support Operations to ensure effective compliance.
• Coordinate development and standardization of Solid Waste and Roads and Drainage Division-related policies and procedures.
• Administer and oversee the continued maintenance of the processes and procedures that have been established to provide the defined level of service to residents.
• Support Roads and Drainage operators in achieving high environmental responsibility and compliance, contributing to Risk Management Plans.
• Oversee the implementation and maintenance of an efficient records management system to ensure that Town and Contractor information is readily available.
• Track and monitor multi-year service Contracts, to ensure administrative requirements are fulfilled. Monitor Contractor activities, log sheets/ work records to ensure compliance with Town performance specifications.
• Coordination of locates for utility companies, contractors, developers and/or the general public and assist in directing staff with timing, implementation and data keeping for safety and protection of Town infrastructure.
• Collect and analyze waste disposal and diversion information to complete annual compliance reports and stewardship organization data requests.
• Coordinate and follow up to ensure inquiries/concerns/ service requests regarding roads, drainage and solid waste (landfill and collections) are appropriately dealt with by documenting the incident and relaying the information to Divisions for response.
• Liaise with other departments and external stakeholders to coordinate the assumption process on behalf of the Operations Department as it relates to waste collection and roads and drainage. This includes maintaining compliance with the Town’s CLI-ECA for stormwater management.
• Prepare Committee reports, including updates to Council.
• Assist with the coordination of division budgets.
• Preparation of tenders, contracts, payment certificates and purchase orders for materials and services. Assist with the coordination of contractors to perform work related to Town infrastructure and to ensure compliance;
• Promotes a high standard of customer service to the public as well as to all internal customers.
• Comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health and Safety Act.
• Perform other related duties, as assigned, that are in accordance with job responsibilities and/or necessary departmental or corporate objectives.

 

What you will need:
• Graduate of a 3-year Community College program in civil engineering design focused on municipal infrastructure, or an equivalent qualification.
• Eligibility or current membership with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
• 3-5 years of relevant experience in administrative and compliance roles, emphasizing municipal engineering or operations, particularly in road maintenance and contract administration.
• Minimum of 2 years of experience in conducting traffic studies, including proficiency in data analytics to develop Transportation Master Plans and strategies.
• Skilled in interpreting and applying legislation, regulations, and legal documents within the municipal context.
• Familiarity with various compliance frameworks relevant to municipal engineering.
• Demonstrable success in implementing improvements in regulatory compliance within municipal operations.
• Ability to create and deliver effective training programs and prepare supporting documentation.
• Excellent interpersonal and communication skills, both written and verbal.
• Ability to prioritize tasks, manage competing demands, and meet deadlines effectively.
• Commitment to professional development and continuous learning through educational activities and industry engagement.
• Proven aptitude in identifying, analyzing, and resolving complex issues efficiently and effectively.
• Strong capability in building and maintaining professional relationships across multiple stakeholder groups.
• Proficiency in Microsoft Office suite: Word, Excel, PowerPoint, and other relevant software tools.

 

Additional Job Details
Hours of Work: 35 hours; Standard work week Monday to Friday from 8:30 am – 4:30 pm with a 1-hour lunch break.
