The Municipal Law Enforcement Officer will proactively engage with the public to provide information and interpretation of by-laws regulations, policies, and procedures. The Officer performs the field enforcement services to achieve and maintain the Town’s by-laws including but not limited to traffic violations, property standards, zoning, and animal control. The Municipal Law Enforcement Officer assists the Municipal Law Enforcement Manager with the review, investigation and resolve of related inquiries and complaints.

Under the direction of the Municipal Law Enforcement Manager, the successful applicant will perform the following duties and responsibilities:

  • Designated as a Provincial Offences Officer for the purpose of carrying out the duties of a Municipal By-Law Enforcement Officer.
  • Patrols assigned areas to monitor adherence to Town traffic by-law, identifies violations of traffic by-law and issues violation tickets in accordance with parking and traffic by-law/Provincial Offences Act.
  • Assists in the administration and enforcement of property standards issues in accordance with Section 15 of the Building Code Act (i.e., property inspections for maintenance and standards issues, issuing orders, serving orders, posting orders, registering orders, hearing order appeals, confirming orders, carry out code procedure to remedy non-compliance, which may require maintenance, repair, or demolition).
  • Assists in the administration and enforcement of the provisions of the Town’s Zoning By-Law including but not limited to inspections of properties to determine conformity to zoning by-law, provide information pertaining to conformity, hears appeals to non-conformity issues, penalize non-conformance in accordance with the Municipal Act and the Provincial Offences Act.
  • Follow up on all procedures involving Provincial Offence Notices and Summons.
  • Oversees and performs the maintenance of parking meters and collection and handling of cash boxes.
  • Responds to complaints from members of the public regarding by-law compliance and parking enforcement in a timely manner.
  • Assists the Municipal Law Enforcement Manager with OPP in regard to by-law calls and related infractions of Provincial legislation.
  • Attempts to resolve issues between complainants and alleged violators, providing educational information to achieve By-Law compliance and penalization if necessary.
  • Maintains records and Officer’s notes.
  • Enforces the Town of Goderich By-Law that regulates animal care and control. If required, dispatches or releases animals in accordance with all applicable legislation.
  • Attends court to address parking and by-law related matters when required.
  • Monitors the Pavilion Renters to ensure compliance with the Pavilion Rental contract requirements.
  • Performs other related duties, as assigned.

The ideal candidate will possess the following qualifications:

  • Completion of a two (2) year college diploma in Police Foundations, or equivalent.
  • Ontario Association of Property Standards Officers (OAPSO) Certification considered an asset
  • Ontario By-Law Officer Core Competency Program Certification
  • Animal Control Officer Certification
  • Valid Ontario Driver’s Licence
  • Valid Ontario Outdoor Card considered an asset
  • Valid Firearms Licence considered an asset
  • Valid First Aid /CPR Certification
  • Satisfactory Vulnerable Sector Check (VSC)
  • Valid Ontario Class “G” Driver’s Licence with a clean driver’s abstract

Rate of pay for this position is $35.77 – $42.58 per hour (2025 Rates). Based on a 35-hour work week, the position requires work during days, evenings, weekends and Statutory holidays. Flexibility and overtime will be necessary during peak periods.
