North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban center (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada’s National Capital – Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination. Alternatively, for a more leisure journey, North Grenville offers the historic Rideau River managed by Parks Canada.
Step into a pivotal leadership role at the heart of local government! As the Municipal Clerk, you will be the driving force behind democratic processes and legislative compliance—serving as the official link between Council, the public, and provincial legislation.
You and your team will be the engine behind effective governance—overseeing and managing the legislative processes and related activities for Council, Committees of Council, and the ad hoc committees that inform decision-making.

Responsibilities include:
- Overseeing and managing the legislative processes and related activities for Council, Committees of Council, and ad hoc committees.
- Ensuring that Council’s decisions are communicated promptly with all applicants, petitioners and to persons, agencies and other interested parties required to be advised of decisions and/or proceedings. As required, disseminates corporate information to Municipal departments, the public, external agencies, and other levels of government.
- Acts as a resource person for Council and Committees of Council by advising members of meeting procedures and their responsibilities as elected/appointed members, as well as providing administrative support to Council and Committees of Council.
- Provides procedural and legislative guidance to the CAO and Leadership Team.
- Researches and analyzes policy and By-law development and oversees all matters pertaining to the conduct of effective Council meetings.
- Compiling and reviewing Council reports from Municipal Departments, preparation and circulation of Council packages, and meeting agenda preparation.
- Provide advice and interpretation to the public on Council actions, by-laws, policies and procedures, and Provincial statutes.
- Responsible for Accessibility reporting as set out in the AODA and provides staff leadership to the Accessibility Advisory Committee.
- Oversee the Corporation’s records management program for corporate records storage, retention, destruction, and retrieval. Responsible for safekeeping all official records and documents while ensuring that the corporate records are indexed and available for public access in accordance with various Provincial statutes such as the Municipal Act and MFIPPA.
- Prepares and monitors annual budget related to Clerks/Legislative, Council, and Cemetery Services.
- Responsible for the Municipal Privacy Breach Protocol and acts as investigator under the Privacy Breach Policy.
- Oversees the municipal complaint process and oversees appeals under the policy.
- Performing the statutory duties as required by the Ontario Drainage Act
- As the Signing Officer for Municipality, and as Commissioner of Oaths, Returning Officer for Municipal and School Board Elections, administer the Freedom of Information of Protection of Privacy Act, Municipal Licensing and Lotteries, and all applicable policies and procedures and by-laws.
- Responsible for the Municipal wedding/civil marriage program, acts a Civil Marriage Officiant, issues licences.
- Manages and develops the Clerk’s division team including hiring, training, development, managing performance and addressing workplace conflict or challenges. Develops the division’s annual work plan and ensures appropriate implementation of the division’s work plan in order to achieve goals and report on progress.
- Work collaboratively across the organization and with external agencies, other levels of government, and community stakeholders related to divisional programs and services.
- Maintains a thorough knowledge of trends and developments in legislation, provincial policy directives and other legal and economic matters that impact the Municipality.
Qualifications:
- Minimum of 5 years of progressively responsible experience within the Municipal Clerks function, with at least 3 years in a supervisory role.
- Must hold or be eligible for Accredited Ontario Municipal Clerk certification and hold full membership in the Association of Municipal Clerks and Treasurers of Ontario.
- Knowledge and skills in municipal government administration and statutes, the political environment, and management acquired through a post secondary degree or diploma in a related field (including but not limited to public administration, law, local government), with significant progressively responsible management experience in the public sector.
- Strong knowledge of parliamentary procedures, procedural by-laws, and relevant related legislation (e.g., Municipal Act, MFIPPA, Municipal Elections Act). Knowledge of contemporary issues in local government, municipal operations, and electoral processes.
- Demonstrated strong political acuity, analytical and critical thinking, and continuous improvement skills to partner strategically with senior management, the Council to advance corporate and Council priorities and strategic plans.
- Knowledge of legal processes and federal, provincial, and municipal jurisdiction to ensure consistent application and administration of provincial offences services.
- Knowledge of complaint resolution mechanisms and compliance with provincial and Ombudspersons and/or Integrity Commissioner complaint processes.
- Negotiation, public relations, relationship management, and presentation skills to advance priorities and balance objectives in a political environment; present issues and reports to Council/Committee; provide procedural advice/assistance including to members of Council, Committee members, the media, and the public; and participate as an effective team member.
- Demonstrated ability to effectively manage and develop a team including hiring, training, development, managing performance and addressing workplace conflict or challenges.
- Excellent communications skills (both oral and written) with the ability to communicate with all levels of staff, members of Council, partners and the public.
- A team-oriented person with demonstrable initiative, change management skills, and a strong attention to detail.
- Ability to read, interpret, and analyze staff reports, professional literature, municipal publications, documents, statutes, regulations, and by-laws. Ability to write clear, concise reports to Council/ Committee, draft minutes, resolutions, and by-laws.
- Advanced computer skills with ability to use software such as Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams) and technologies used in Council Chambers (e.g. escribe).
- Ability to adjust schedule or work additional hours on weekends and evenings to attend Council meetings, respond to emergencies and Councilors, and for public information sessions. This might include travel outside the Municipality.
- Working knowledge of municipal emergency management functions and responsibilities
Valid and unrestricted Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the municipality.
Compensation:
- The salary range for this position is $91,200.00 to $114,005.00 annually, based on a thirty-five (35) hour work week.
