Manager of Projects and Engineering

Position Overview:
Under the direction of the Director of Public Works, the Manager of Projects and Engineering is responsible for managing new and ongoing projects within the Public Works Department. The key areas of responsibility include water, sewer, storm, roads, bridge maintenance and construction, fleet management and winter maintenance including the purchasing and maintenance of the related supplies, equipment, facilities and fleet. The Manager plans, co-ordinates and monitors the projects in these areas and ensures the related administrative, supervisory and safety components are met.
Hours of work: 40 hours per week
Compensation: $93,641 to $109,532 per annum to commensurate with experience.

Minimum Qualifications:
- Post-secondary diploma/degree in related discipline; including but not limited to PMP, CET, CTech, LEL
- Minimum of 3-5 years’ progressive experience in public works and/or utilities;
- Previous management experience in a unionized environment is considered an asset;
- Previous experience using GIS software is considered an asset;
- Understanding of theory, principles, practices and techniques of public works, municipal water and sewer and utilities maintenance functions;
- Excellent organizational, strategic, planning and implementation skills;
- Ability to evaluate management policies and adopt effective courses of action;
- Ability to develop funding applications;
- Strong leadership, organization and management skills, along with excellent written and verbal communication skills;
- Confident with decision making in regard to determining project guidelines, purpose, following through and completion.
- Effective coaching and mentoring with the ability to empower the public works team towards delivering exceptional service to the Town’s residents;
- Ability to stay objective and fair when dealing with sensitive situations, such as public complaints and labour relation issues, while maintaining a constructive working relationship;
- Knowledge of legislation including but not limited to the Highway Traffic Act, Minimum Maintenance Standards, Ontario Traffic Manuals, and the Occupational Heath and Safety Act;
- Understanding of financial reports including budgetary guidelines and project expenditures;
- Computer skills in all relevant technologies within Public Works Department;
- High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts;
- Experience in managing third-party service providers;
- Must have a Class “G” license in good standing;
- Must provide clear Criminal Record Check.
