Reporting to the Director of Finance, the Manager of Accounting is responsible for the day-to-day administration of the general accounting area of the Financial Services Branch, including financial planning and reporting, business plan and budget coordination, coordinating accounting functions, staff supervision and development, providing financial guidance and support to operating departments, coordinating year-end and internal audits, process improvement, policy/report preparation, providing back-up support and assuming the responsibilities of Deputy Treasurer as required. Major responsibilities include, but are not limited to:
- Review and approve financial transactions to ensure accuracy and compliance with all applicable legislation. Review and approve the associated general ledger posting
- Coordinate the preparation of annual and multi-year operating budgets, including providing guidance to departments to review in year budget variance reports
- Oversee and prepare general ledger and other account analysis and reconciliation
- Supervise assigned staff including scheduling, training and development, performance management/review, coaching/mentoring, health and safety, human resources policies interpretation/application, discipline and termination recommendations
- Oversee the accounting for tangible assets in accordance with PSAB and ensure compliance with the approved tangible capital assets policy, and the sustainability of a system to accurately track capital asset transactions
- Coordinate the Financial Statements and Annual Financial report
- Collaborate with other municipalities and senior levels of government on various issues such as payroll, expenditure control, financial systems, financial reporting and general accounting issues
- Coordinate the interim and year end audit; liaise with external auditors, and implement any external or internal audit recommendations
The ideal candidate will have five (5) years of experience within a municipal Finance Department coupled with demonstrated supervisory experience in public sector finance including successful experience leading staff, supporting operating departments, and undertaking complex financial analyses, processes and best practices in a busy growth environment. They will possess a university degree in Finance, Commerce, Business/Public Administration or related discipline and professional accounting designation (Chartered Professional Accounting (CPA) or equivalent), and full membership in good standing in the corresponding association. Other requirements include:
- Working knowledge of municipal financial legislation/regulations including the relevant sections of the Municipal Act, Excise Tax Act, Income Tax Act, etc.
- Working knowledge of financial/tax issues facing local government in Ontario and municipal financial operation/administration in general, professional accounting principles/practices and the Public Sector Accounting Board (PSAB) standards, payroll processes and statutory requirements.
- Proven experience developing, monitoring and reporting of related overarching corporate financial strategies, policies, guidelines, processes, procedures, internal controls, and financial analytics.
- Demonstrated experience in developing and operating complex financial models and scenario/what if analysis
- Experience utilizing cash flow models and the ten-year capital forecast, analyzing and preparing accompanying reserve and reserve fund forecasts, and identifies cash flow risk issues and areas of concern.
- Previous experience with accounting software: Vadim/Cityview Budgeting considered an asset.
- Analytical and problem-solving skills.

- Excellent interpersonal and communications skills. Strong written and verbal communication skills including presentations and public speaking.
- Self-motivated, goal-oriented individual capable of working in a dynamic and challenging environment.
- Demonstrated ability to build strong relationships with managers and staff, and internal alliances/partnerships; to foster amicable relationships with employee groups; to align departmental programs/services with corporate goals and objectives and to champion the mission and values of the Town.
- Proficiency using business productivity applications including the Microsoft 365 suite (Outlook, Word, Excel, PowerPoint, Teams, and SharePoint).
Salary Range: Band 8: $110,947 – $130,532
