Manager, Licensing and Enforcement

The Town of Amherstburg is currently recruiting for a professional, organized leader with demonstrated strong interpersonal communication skills to fulfill the role of Manager, Licensing and Enforcement.

Job Summary

Reporting to the Chief Administrative Officer (CAO), The Manager, Licensing and Enforcement is directly responsible for the Licensing and By-law Enforcement divisions for the Town including oversight, implementation, monitoring operational procedures and initiating  improvements to ensure the appropriate level of service and processes are in place to serve the Town.  The Manager is also responsible to ensure by-laws are current and incompliance with legislation as well as responding to and investigating resident, business community and public official inquiries and complaints.

Education and Certifications:

  • Minimum 2-year college diploma in a law and enforcement related field
  • Certification with the Municipal Law Enforcement Officers Association (MLEO), or evidence of substantial to near completion
  • CPSO Certification with the Ontario Association of Property Standards Officers (OAPSO) , or evident of substantial to near completion
  • Certified Municipal Officer (CMO) Designation with Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), considered an asset
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business

Experience:

  • 5-7 years’ of progressive municipal experience, specifically in the Licensing and Enforcement divisions
  • Minimum 2 years demonstrated successful supervisory experience with proficiency in providing work direction, scheduling, leadership, and training of staff in a unionized environment

  Knowledge and Skills:

  • Demonstrated understanding of municipal services, programs and legal services
  • Thorough working knowledge of municipal functions and responsibilities, municipal legislation, procedures and practices related to the activities of committee’s and Council
  • Demonstrated knowledge of Provincial Offences Act; Highway Traffic Act; Municipal law; related statutes and regulations, Dog Owners Liability Act (DOLA)
  • Demonstrated knowledge of court proceedings and rules
  • Demonstrated knowledge of Charitable Gaming, Alcohol Gaming Commission of Ontario (AGCO) Terms & Conditions, Vital Statistics Act, Authorized Request Information System (ARIS) (MTO)
  • Ability to interact skillfully and professionally with various internal and external stakeholders including all levels of staff, members of the public, Council, and others
  • Ability to work independently and in teams
  • Ability to work with personal information and maintain strict confidentiality
  • Excellent written and verbal communication skills including high quality report writing, facilitation and presentation skills
  • Demonstrated exceptional interpersonal and customer service skills with the ability to exercise sound judgement, highly developed negation and conflict resolution skills with the ability work and make decisions independently
  • Demonstrated Team Leadership skills with the ability to mentor, delegate, and coach

Terms

The regular work week is 37.5 hours per week, consisting of 7.5 hours daily, Monday to Friday.  The salary range for the Manager, Licensing Enforcement position is $96,748 to $120,935.
