Job Summary:

The incumbent manages and coordinates Council meeting support while ensuring compliance with the statutory responsibilities of the Municipal Act. Performs at the management level in developing and directing municipal goals while providing administrative support and legislative advice to Council Advisory Committees and Senior Management.

Duties and Responsibilities:

  1. Provides leadership, planning, communication and evaluation of the Legislative Services department including legislative, secretariat and Senior Management support activities.
  2. Manages the processes designed to facilitate the flow of information to Council and ensures that reports presented contain information and recommendations to facilitate Council’s decision-making while conforming to policy, relevant statutes, bylaws, and resolutions. Researches, prepares, and maintains reports, regulatory documents, and records.
  3. As assigned, fulfills the responsibilities of official signatory for the City with respect to bylaws, agreements, contracts, and legal documents related for the City. Ensures City agreements, contracts, and other legal documents are signed, sealed, recorded and stored appropriately.
  4. Coordinates overall corporate records management program including the development of related policy and procedures in accordance with relevant legislation.
  5. Manages and facilitates the Council election process. Develops and implements a program of Council orientation and training activities in concert with direction provided by Senior Management.
  6. Organizes Council’s annual strategic planning activities and ensures reporting of regular updates.
  7. Recruits, directs, coaches, and appraises direct reporting staff and, through delegation, all departmental staff.
  8. Ensures legislative protocols are maintained. This includes activities within Chambers, and as well as intergovernmental and flag protocols.
  9. Prepares and controls the Legislative Service department’s annual operating and capital budgets.
  10. Prepares and evaluates tenders, quotations, proposal calls and reports and awards or recommends awards in accordance with the City’s Purchasing Policy.
  11. Ensures, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the department.
  12. Other related duties as assigned.
  13. Acts as Director, Corporate Services as assigned.

Management

Working Conditions:

Majority of the work is performed under normal office conditions.

Required Knowledge, Skill and Abilities:

  • A degree in political science, governance, or policy related disciplines.
  • 7 years of progressive experience in governance and implementation of legislation including at least four years’ supervisory experience plus 1 year on the job training. Previous experience as a City Clerk or Senior Administrator is an asset.
  • Proven leadership and supervision skills with the ability to delegate, set clear expectations, train and develop, motivate and manage performance.
  • Excellent organizational skills, prioritizing and ability to multitask with minimal supervision.
  • Excellent skills relating to communications, team building, liaise with stakeholders, human relations, and problem solving.
  • Proven written and oral communication skills to develop and present reports, position papers and proposals.

Examples of Equipment to Operate:

General office equipment with the ability to operate ERP software programs, spreadsheets, electronic mail, word processing, etc.
