Infrastructure Engineering Technician
Due to a vacancy, the Municipality of Grey Highlands is receiving applications to fill the permanent full-time position of Infrastructure Engineering Technician. Reporting to the Manager of Transportation Infrastructure, or their designate, in the Transportation & Public Spaces Department, the successful candidate will perform duties in accordance with departmental and corporate work plans and priorities.

What you will do:
The successful candidate will perform duties in accordance with departmental and corporate work plans and priorities, including but not limited to the following:
- Conducts advanced technical reviews of development plans, reports, and studies, and provides professional engineering advice.
- Participates in engineering reviews and response on behalf of the Municipality.
- Work closely with internal municipal service areas, upper tier governments.
- Drafts and/or prepares reports, development agreements, RFPs, and other legal engineering documents, and supports the service area in addressing resident and community concerns.
- Reviews servicing implications of development proposals.
- Attend pre-consultation, pre-construction, site and development meetings.
- Manages project files.
- Prepares and administers agreements for approved land developments, finalizing engineering servicing requirements and securities.
- Makes recommendations on financial and/or legal requirements of development agreements.
- Conducts field inspections of developments.
- Works to minimize community inconvenience during construction.
- Monitors trends and best practices within the development engineering field.
- forecast and contribute to annual operating, short and long-term capital budgets.
- Drafts and/or prepares reports and recommendations for Council, attending meetings, and providing input on engineering servicing, development agreements, project status, construction issues, and service assumptions.
- Formulates Terms of Reference and RFP/tender documents and associated evaluative criteria; for the hiring of engineering consultants and/or contractors.
- Participates in special projects.
- Pre-consults and co-ordinates pre-consultation meetings.
- Assists in the preparation for public meetings, council meetings, open houses and the Ontario Land Tribunal (OLT) on engineering and related
- Works in compliance with the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, and departmental policies/procedures/practices and operational guidelines.
- Monitors the Global Positioning System (GPS) software system, produces reports and provides training to users.
- Utilizes (GIS) to support a variety of project functions; liaise with Grey County for maintaining and updating transportation asset data.
- Maintains databases/files related to municipal programs, tenders, grants.
- Assists with updating and implementing municipal policies, by-laws, agreements, and other related legislative documents, as required.
- Supports department in asset management planning related to infrastructure assets, in collaboration with the Asset Management Technician.
- Assists with scheduling, organizing, and administration of routine maintenance relating to operations activities and projects.

What the ideal candidate will possess:
- Three-year community college program in civil engineering at the technologist level or equivalent and a C.E.T. member in good standing with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT)
- Four (4) years directly related experience in both rural and urban development approval and inspection environments, preferably in a municipal
- Experience with Microsoft Office and GIS is a requirement.
- Working knowledge of various standards such as Ontario Provincial Standards (OPS) Drawings and Specifications, MTO Geometric Design, TAC Geometric Design, Ontario Traffic Manuals, ITE Trip Generation, MOECC Drainage Management, MOECC Stormwater Management Planning and Design, Conservation Authority’s Engineering Technical Guidelines, etc.
- Demonstrated technological proficiency and a thorough understanding of Civil Engineering and construction principles and best
- Excellent interpersonal, communication, motivational, organizational, and problem-solving skills.
- Ability to establish and maintain co-operative and constructive relationships.
What we will require:
- A Police Criminal Record Check satisfactory to the Municipality
- Proof of current valid driver’s license and clean Driver’s Abstract
- Proof of current and valid certificate(s) or educational qualifications, if applicable
- Three valid references for a background check
