The Municipality of Central Elgin is a progressive, growing urban and rural municipality located on the shores of Lake Erie in the heart of Southwestern Ontario. The Municipality is home to 13,000 living in both an urban and rural environment.

Currently, the municipality is seeking a progressive, eager, and self-motivated individual to be part of the Central Elgin team.

Under the general guidance and direction of the CAO, the Human Resources Manager is responsible to for overseeing all aspects of human resources practices and processes within the Municipality’s administrative structure. This role ensures the effective delivery of HR services, compliance with labour regulations, and the fostering of a positive work environment for all Municipal employees.

Key Responsibilities:

  • Develop and update short and long-term Human Resources strategies.
  • Lead organizational culture and values initiatives.
  • Coordinate efforts to ensure compliance with Human Rights regulations regarding accommodation in workplace situations.
  • Respond to management and employee inquiries and concerns as they relate to Human Resources functions.
  • Develop, recommend, and coordinate the implementation and administration of Human Resources policies/procedures for the Municipality.
  • Ensure the Municipality’s union and non-union salary administration and job evaluations systems are administered in accordance with the Municipal policies and the Pay Equity Act.
  • Assist and participate in the planning, research, preparation, and costing of collective agreement negotiations.
  • Provide input and participate as required in labour relation matters including labour management meetings and policy interpretation and ensure all are properly filed.
  • Coordinate the Municipality’s formal and informal employee recognition program and long-term service awards.
  • Assist the Payroll/Benefits Coordinator with employee benefits including but not limited to extended health and dental, short, and long-term disability.
  • Coordinate the organization’s health benefits program and act as organization representative to the benefits provider.

Minimum Qualifications:

  • Post Secondary education in Human Resources or related discipline, accompanied by a current recognized CHRP designation.
  • Strong working knowledge of: Ontario Occupational Health and Safety Act (OHSA), Employment Standards Act, Accessibility for Ontarians with Disabilities Act, Pay Equity Act, Human Rights Code, NIOSH, WHMIS, CSA standards and Labour Relations Act.
  • A minimum of four (4) years experiences directly related to Human Resource Management within a Municipal setting.
  • Strong interpersonal skills to relate and communicate with Council, senior management, contractors, employees, and the public.
  • Excellent communication (oral and written), leadership, facilitation, interpersonal, and computer skills required.
  • Ability to work in a fast-paced team environment and ability to work a flexible schedule as required.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong analytical and problem-solving abilities.
  • Valid G Driver’s License.
