General Manager of Growth and Development

The City of Greater Sudbury (CGS) is seeking a strategic and visionary leader to oversee the Growth, Development, and Environmental Sustainability Department. Reporting directly to the Chief Administrative Officer (CAO) and as a key member of the Executive Leadership Team (ELT), the successful candidate will be responsible for the strategic leadership, direction, and operation of the Department, ensuring alignment with the City’s Business Plan. In this role, you will lead internal services in partnership with stakeholders to foster the sustainable growth of Greater Sudbury’s population and GDP in a well-planned, safe, and environmentally responsible manner. You will also provide long-term leadership to ensure the City’s assets meet current service levels and accommodate future growth. As part of the ELT, you will be expected to foster a collaborative and innovative environment that drives modernization and enhances service delivery. This role will also require you to provide leadership across key services, including Economic Development, Enterprise Asset Management, Capital Planning, Planning and Environmental Sustainability, Building Services, and Transit Services. As an organizational leader, you will model behaviors that promote a positive and collaborative work environment, in alignment with the City’s mission, vision, and values, and contribute to advancing Council’s strategic priorities.
The ideal candidate will come with a Registered Professional Planner (RPP) designation and will demonstrate a commitment to continuous professional development to enhance and broaden their competencies. Additionally, a minimum of ten (10) years of senior-level management experience in large, unionized, and highly diversified organizations, with at least four (4) years of experience in managing planning and development services. The successful candidate will possess in-depth knowledge of municipal government operations, intergovernmental relations, relevant legislation, and emerging trends in infrastructure services. You will be adept at understanding stakeholder needs, balancing competing interests, and fostering consensus-driven solutions. The ability to build trust with City Council, community stakeholders, ELT colleagues, and frontline staff is essential.
