The Corporation of the City of North Bay is inviting applications for the position of Freedom of Information Officer.

As a member of the Clerk’s Department, you will be responsible for carrying out the City’s Freedom of Information process and disclosure or non-disclosure of records in compliance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), including but not limited to disclosure or non-disclosure of records in the context of potential or on-going litigation, employment and labour relations. Additionally, the role assists in the on-going maintenance of the City’s Record Management Program and act as Deputy Clerk as needed.

Key Accountabilities:
• Provides advice and guidance with respect to the protection, collection and authorized retention or disclosure of records containing personal information including but not limited to Human Resources records and the retention or disclosure of records in relation to potential or on-going litigation matters.
• Researches, recommends, and assists in the implementation of policies and procedures with respect to MFIPPA.
• Intakes Freedom of Information (FOI) requests from the public, ensuring they are detailed and specific to facilitate requested records search.
• Prepares and circulates notice forms to appropriate parties to ensure a thorough and successful search for records is completed.
• Analyzes retrieved records and carefully applies judgment to precedents available through the Information and Privacy Commissioner of Ontario (IPC).
• Supports the execution of Privacy Impact Assessments (PIA) for new, existing or enhanced services, programs, technologies and systems to support compliance with MFIPPA and other related privacy legislation.
• Prepares decisions in accordance with the Act and related IPC decisions and case law to those who requested access to information.
• Provides support to the City Clerk and Deputy City Clerk and assume the duties of the City Clerk or Deputy City Clerk in their absence.
• Assists in the coordination and administration of the Corporate Records Management Program.

Key Competencies:
• Post-secondary Diploma in Business Administration, Records and/or Information Management, Library Science, Public Administration, or a closely related field.
• Minimum 3 years related experience with expert knowledge of relevant legislation including Municipal Freedom of Information and Protection of Privacy Act, Municipal Act, and Elections Act and related decisions.
• Ability to maintain absolute confidentiality of information with the ability to handle sensitive matters with discretion and diplomacy.
• Excellent negotiation and mediation skills.
• Excellent analytical skills to review and evaluate records, varying in size from 20 pages to 1,000 pages.
• Proficient technical knowledge of computer software programs and applications.
• Excellent oral and written communication skills with superior attention to detail.
• Excellent organization and priority management skills with the ability to multi-task to meet legislative timelines.
• Must be able to work as a team member in a high-pressured deadline driven environment.

The following will be considered as assets:

• Certification with the International Association of Privacy Professionals (IAPP)
• Association of Municipal Clerk Treasurers – Municipal Administration Program
• Bilingual

Hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week) (In-Office)

Environment: Non-Union

The current annual salary range for this position is $72,652 – $90,806.
