Financial Analyst (2) - Accounts Payable and Utility Billing
The Municipality of Dutton Dunwich is currently recruiting for two Financial Analyst positions within the Treasury Department. One position will focus on Accounts Payable, while the second position will focus on Utility (Water) Billing. These roles will support the Municipality’s financial operations and provide key analytical and customer service functions.
Reporting to the Acting Deputy Treasurer, the Financial Analyst positions provide financial analysis, expertise, and operational support across municipal departments. In addition, these positions are responsible for financial reporting, customer service, and treasury administration functions, while ensuring compliance with municipal financial policies, procedures, and public sector accounting standards.
Key Responsibilities
Accounts Payable & Receivable
- Process invoices, vendor payments, EFTs, and cheque runs.
- Maintain vendor accounts and prepare departmental invoices.
- Assist with audit preparation and financial record maintenance.
Utility Billing
- Administer water and wastewater billing including meter reading coordination, billing preparation, account management, and collections.
- Reconcile utility accounts and transfer unpaid balances to tax roll when required.
Financial Analysis & Reporting
- Prepare monthly budget variance reports and financial reconciliations.
- Monitor departmental operating and capital accounts.
- Prepare journal entries and assist with job costing and bank reconciliations.
Customer Service & Payment Processing
- Provide front counter and telephone customer service.
- Process payments, prepare bank deposits, and reconcile cash drawers.
Administrative & Governance Support
- Administer lottery licensing and maintain records in accordance with municipal policies.
- Assist with yearend responsibilities
- Support purchasing, records and asset management, and Health and Safety Committee administration.
- Provide backup support for treasury functions as required.
Qualifications
- Post-secondary education in Accounting, Business, Finance, or related field, or equivalent experience.
- Minimum three (3) years of accounting experience, preferably in a municipal or public sector environment.
- Strong analytical, organizational, customer service, and communication skills.
- Proficiency in Microsoft Office and municipal financial software systems is considered an asset.
Hours of Work
Monday to Friday, 8:30 a.m. to 4:30 p.m. (37.5 hours per week), (half hour unpaid lunch) with flexibility based on operational requirements.
