The Opportunity

Corporate Facilities provides the City of Barrie with expertise in four key service areas:  facility planning, design and construction; maintenance and property management, facility asset management and energy management.  As a Centre of Excellence for a large and complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the City of Barrie’s facility and property portfolios.

Reporting to the Manager of Facility Planning & Development, the Facility Renewal Project Lead, is responsible for the coordinated management of multiple facility rehabilitation construction projects with a focus on technical disciplines including: mechanical, electrical, life safety and building controls. Specifically, this position is responsible for initiating and executing the assigned technical capital projects. This position shall plan, schedule, and coordinate resources which detail the tasks, budgets and timelines required to achieve defined outcomes. This position also leads, supervises and administers an assigned team to ensure necessary priorities are met while following the processes, and procedures to successfully deliver assigned technical projects within the approved capital budget. Overall, this position plays an integral role in managing projects in the Corporate Facilities Department that enhance service delivery to meet the City’s growing needs.

Education (degree/diploma/certifications)

  • Three (3) year College Diploma in Mechanical Engineering Technology, Electrical Engineering Technology, Architectural Science, Facility Management or related discipline

Experience 

  • Five (5) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
  • Demonstrated experience in the coordinated management of facility rehabilitation construction projects with a focus on technical disciplines including: mechanical, electrical, life safety and building controls

Knowledge/Skill/Ability 

  • Working knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act; Ontario Building Code; Construction Act, Ontario Fire Code, Ontario Electrical Safety Code, and NFPA, TSSA, and CSA standards
  • General knowledge of the following principles and standards: management principles, labour relations principles and collective agreement administration, and budget control procedures, and contemporary management practices
  • Working knowledge of the following principles and standards: Canadian Construction Documents Committee (CCDC) contracts
  • Thorough knowledge of the following principles and standards: architectural science, mechanical, electrical and other building systems operations, design and construction
  • Demonstrated Ability to:
    • lead and coordinate simultaneous projects
    • interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment
  • Advanced skills include: Analytical; Interpersonal; Leadership; Organizational; Presentation; Prioritization; Problem Solving; Professionalism; Project Management; Supervisory; Time Management; Verbal Communication; Written Communication
  • Advanced computer literacy using the following systems and software: Microsoft Office Suite (Excel, Word, PowerPoint, MS Project), Adobe Acrobat
  • Availability to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week

Conditions of Employment

  • Eligibility for and willingness to obtain full membership in Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) acquired
  • Satisfactory Criminal Record Check*

*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have met this criteria will be exempt from this requirement.

Location: Corporate Facilities, 157 Bradford Street, Barrie, ON

*Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.

Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.

Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:

    • Pay Level: Level 12
    • Yearly Salary: $87,358.75  to  $117,059.85
    • Hourly Pay Rate: $48.00 to $64.32
