Director of Public Works and Environmental Services

This Public Works and Environmental Services Department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management and general engineering services.

This position participates on the Senior Management Team (SMT) and is a key advisor to the CAO and Council, recommending policies, plans and programs that will benefit Quinte West by being strategic, innovative, practical and fiscally sound. Leading a talented team of staff, this position guides and inspires a dedicated workforce in their efficient delivery of these municipal services and helps shape a workplace culture founded on trust and transparency.

Reporting to the Chief Administrative Officer (CAO), the Director of Public Works and Environmental Services is responsible for the effective planning, administration, maintenance and operation of the municipal roads system (including streetlights, traffic signals, safety devices, work permits, entrances), water treatment and distribution, sewage collection and treatment, solid waste management services, environmental issues, pits and landfill sites. The Director is also responsible for the provision of general engineering services, ensuring that the physical infrastructure of the City is maintained within the fiscal framework of the municipality.

Education and Work Experience Requirements: 

The position requires a minimum of a four (4) year University Degree in  Civil Engineering, or a related discipline, and a Professional Engineer (P.Eng) licence with membership in good standing with the Professional Engineers Ontario (PEO). The incumbent will have a thorough knowledge of municipal engineering infrastructure matters including roads, sewer and water, pits, landfill sites and waste management as well as construction and design techniques.

The position requires a minimum of eight (8) years of experience in municipal public works, or a related field, with at least five (5) years in a leadership role. The successful candidate will also have extensive senior level experience with significant scope, complexity and diversity of operations in a public or private sector environment.

Remuneration: 2025 Non-Union Salary Grid Band 16 – $162,162.23 – $176,263.29 annually
