PURPOSE OF POSITION

Under the direction and reporting to the Chief Administrative Officer, The Director of Finance is responsible for the provision of financial analysis and recommendations to support the municipality’s business decisions. The incumbent will develop and implement accounting policies and procedures to address risks identified by the CAO. The incumbent is also responsible for to provide day-to-day direction and supervision to the financial staff and assist all finance staff including performing data entry when required to ensure accurate financial statements.

This position is regularly involved in preparing and analysing complex financial statements and in satisfying other reporting requirements associated with Hamlet programs and a wide range of third-party funding arrangements often involving significant dollar amounts.

The position plays a key role in developing a reporting mechanism, monitoring transactions and preparing timely and accurate reports for the Hamlet of Igloolik. Such reporting is a necessary tool for decision making for a variety of departments within the Hamlet of Igloolik.

RESPONSIBILITIES

  1. Accounts Payable:
    1. To review all invoices after staff codes them and initial for approval.
    2. Ensure all statements from suppliers are reviewed and any variances be investigated and remedied.
    3. Ensure and review all outstanding Payables ledger to ensure there are no outstanding invoices that should have been paid. If for any reason a payment is held back the CAO must be informed and will initial for their approval.
    4. Ensure NEBS Pension and Insurance are reconciled monthly by using a spreadsheet.
    5. Produce a spreadsheet for Council of all payables over $5000.00 monthly.
  2. Invoicing:
    1. Ensure all invoicing is done in a timely manner.
    2. Review and ensure they are correctly coded and dated properly.
    3. Ensure all outside work orders and invoices are done correctly and in a timely fashion.
    4. Develop a collection plan and submit to CAO for approval.
    5. Produce a monthly overdue listing and explain any major differences from month to month.
  3. Accounts Receivable:
    1. Review all payments and ensure they are applied correctly.
    2. Produce a record of all receivables and ensure collections are being followed up.
  4. Other Duties:
    1. Ensure all clearing accounts are cleared at month-end.
    2. Ensure all GST reports are done correctly.
    3. Update the CAO on any concerns about GST.
    4. Fill out weekly, monthly and quarterly report for CAO review.
    5. Ensure all bank reconciliations are done and signed off by CAO.
    6. Plans, organizes, directs and evaluates the performance of assigned staff.
    7. Perform other related duties from time to time as assigned by the CAO.

KNOWLEDGE SKILLS AND ABILITY

  1. Knowledge
    1. Knowledge of all accounting procedures related to the Hamlet.
    2. Train staff to do the work that they are required to do.
    3. Knowledge of proper procedures for accounting.
    4. Knowledge of ACPAC and all its modules.

    1. Be able to develop and follow a daily, weekly and monthly timetable.
    2. Be able to motivate staff to do a good job.
    3. Must exercise sound, expert independent judgment within general policy guidelines.
    4. General proficiency in office computer programs.
    5. Ability to communicate effectively both orally and in writing.
    6. Ability to deal with public requests and complaints professionally.
    7. Ability to effectively prioritize varied work-related demands and handle multiple projects at the same time.

    4. Must be prepared to work after regular hours, weekends, statutory holidays, and in inclement weather to complete tasks as required.

WORKING CONDITIONS

The work does not normally require strenuous physical activity. There is a regular requirement to lift moderately heavy pieces such as boxes of stationary, reports or other documents in preparation for distribution.

Most of the time is spent in a sitting position with frequent opportunity to change position or move about. There will be periods of time where the incumbent is required to stay seated at a computer and focus on entering detailed accounting information requiring focus and concentration.

Specific deadlines for reports, data entry or other work assignments may be stressful.
