Director, Building Operations, Sustainability, Health & Safety, and Innovation

Toronto Pan Am Sports Centre Inc. is currently seeking a Full Time Director, Building Operations, Sustainability, Health & Safety, and Innovation to join our team!
The Director will ensure the effective, efficient, and safe management and maintenance of all building operations and services for the Toronto Pan Am Sports Centre. They will provide senior-level strategic advice, counsel, and operational support to the Managing Director and other senior leaders on building operations, engineering, security, sustainability, health & safety, and building maintenance.
The Director will oversee the department responsible for:
- Physical building, property and grounds
- Engineering and technical systems operations
- Building maintenance and cleaning
- Security and access control
- Parking and parking infrastructure
- Fire and life safety systems
- Facility emergency preparedness
- Facility innovation
- Multi-disciplinary project management
In addition, this role will develop short- and long-term operational plans, departmental policies, procedures, and processes. The Director will ensure all aspects of project management are met while overseeing the financial administration of the building operations department and services, and supervising team members both directly and indirectly.
The Director will lead the implementation, use and continuous improvement of a Computerized Maintenance Management System (CMMS), specifically MaintainX, to streamline work order, asset and preventative maintenance.
The Director will also be responsible for maximizing the use of a Computer-Aided Facilities Management (CAFM) system to support advanced planning, analysis, and reporting across operations. They will ensure that both systems are fully leveraged to meet technological potential and support best practices in facility management.
The key accountabilities of the role include, but are not limited to:
Operational Leadership and Management
- Oversee building maintenance, engineering, cleaning, security, parking, waste and recycling, shipping & receiving, grounds maintenance, and administration.
- Ensure efficient, effective, and sustainable operations of all building services, maintaining high standards of safety, cleanliness, and functionality.
- Ensure compliance with the Fire Code, Building Code, Electrical Code, and TSSA regulations as they apply to building operations. Documents and Process Paperwork.
Strategic Planning and Innovation
- Develop and implement both short- and long-term operational plans, policies, and procedures with a focus on sustainability and innovation.
- Identify and implement innovative technologies and work approaches that improve operational efficiency, customer service, and environmental sustainability.
- Leverage CAFM (Computer-Aided Facilities Management) systems to their full technological potential to support strategic decision-making, space and asset optimization, and operational efficiencies. The Director will be responsible for ensuring the system is effectively adopted and utilized across all areas of building operations.
- Ensure successful implementation and utilization of MaintainX software for work order management.
- Leverage the capabilities of a Computer-Aided Facilities Management (CAFM) system to ensure optimal planning, tracking, and utilization of space, assets, and maintenance activities across the facility.
- Ensure both CMMS and CAFM systems are utilized to their full technological potential, aligning with industry best practices and organizational objectives for data-driven facilities management.
Financial Oversight and Budget Management
- Develop and manage the department’s operating and capital budgets.
- Forecast, track, and manage expenditures and any projected revenues.
- Approve departmental expenses and the purchase of equipment, vehicles, and supplies, ensuring adherence to budget parameters.
- Monitor and analyze budget and variance reports, identifying opportunities and concerns.
Health and Safety Leadership
- Serve as the Management Chair of the Joint Health and Safety Committee (JHSC), leading health and safety activities, ensuring adherence to legislation, and fostering a culture of safety.
- Lead the development, implementation, and annual revision of emergency procedures and the Fire Plan, ensuring all health and safety requirements are met.
- Collaborate with JHSC to identify hazards, address risks, and implement safety programs that meet all legislative and regulatory requirements.
- Ensure compliance with Occupational Health and Safety (OHS) regulations, including the Health Regulations for Swimming Pools, and the Health Protection & Promotion Act, RRO 1990 Reg. 565 (Public Pools).
Staff Leadership and Development
- Build, lead, and mentor an effective, cohesive, and high-performing team focused on safety, sustainability, and continuous improvement.
- Develop and execute staff performance management, recruitment, training, and succession plans.
- Oversee the performance and development of team members, ensuring alignment with departmental goals and objectives.
- Foster a collaborative environment that encourages knowledge sharing, effective communication, and team engagement.
Project and Asset Management
- Strengthen project management frameworks and methodologies across all building operations projects, ensuring consistency, effective resource use, and timely delivery of initiatives.
- Oversee the successful management of all departmental projects, ensuring proper planning, execution, monitoring, and closing, while ensuring safety and compliance with regulations.
- Develop and implement short- and long-term preventative maintenance and capital replacement programs, informed by building condition assessments and asset management.
- Lead the Asset Management plan, ensuring comprehensive tracking and updating of asset inventories.
Stakeholder and Contract Management
- Negotiate contracts with external providers, ensuring alignment with industry standards, sustainability, health and safety compliance, and facility policies.
- Prepare tender proposals and assess contractor bids as per organizational policies.
- Review and ensure contracts include essential specifications, including safety certifications, worker qualifications, and performance standards.
Communication and Collaboration Tools
- Utilize Microsoft Teams to enhance internal communication, collaboration, and document sharing across the department.
- Ensure team members are proficient in using Teams for effective communication and real-time collaboration.
- Leverage Teams for conducting meetings, training sessions, and departmental updates.
Other Responsibilities
- Participate as a member of the Privacy Breach Response Team, performing duties related to privacy and security as necessary.
- Stay current on industry best practices, trends, and legislative changes related to building operations, sustainability, and health & safety.
- Perform other duties as assigned.
What We Need From You:
- A University degree in Facilities Management, Engineering, Construction Management, Business Administration, or a related field, or an equivalent combination of education and experience.
- Certification in Property Management and the management of Aquatics Facilities.
- Certification in Joint Health and Safety Committee (JHSC) is required.
- Additional certifications or training in Sustainability, Energy Management, Building Systems, or Health and Safety are highly desirable.
- Minimum of 8-10 years of progressive experience in facilities management, including overseeing complex sports facilities.
- Proven experience managing large budgets in a multifaceted sports complex (including pools, arenas, fitness centres).
- PMP Certification or 5+ years of experience with Project Management.
- Demonstrated ability to manage a diverse workforce and lead cross-functional teams.
- Certification as a Certified Pool Operator (CPO) is highly desirable for managing the operation, maintenance, and safety of pool facilities.
- Experience/knowledge of the Health Protection & Promotion Act, RRO 1990 Reg. 565 (Public Pools).
- Experience with CAFM systems, including implementation and full-scale utilization to enhance operational oversight and decision-making, is strongly preferred.
- Experience/knowledge of the Fire Code, Building Code, Electrical Code, and TSSA as it applies to the building.
- Experience with MaintainX software is an asset, with a focus on its implementation and adoption for work order management.
- Expertise in developing and implementing systems for sustainability, quality assurance, benchmarking, and customer service.
- Proficiency in Microsoft Teams, Office 365, and other communication/collaboration tools used in a professional environment.
- Proficiency with Computer-Aided Facilities Management (CAFM) systems, with the ability to lead adoption, integration, and strategic use of such tools to enhance operational planning and asset utilization.
- The successful candidate will be required to obtain a Police Vulnerable Sector Check.
