About the Role:

We are seeking a collaborative and motivated individual to join our team. As the Development Engineering Supervisor reporting to the Manager, Engineering Services, you will supervise the design and construction services for capital and operational projects. You will oversee development reviews, technical studies, environmental assessments, capital program planning and project management and inspections, ensuring the division is adhering to and meeting operational standards for our growing community.

Key Responsibilities:

Project and Program Coordination

  • Supervise the coordination of capital projects and ensure all safety standards and Town policies and procedures are followed by outside contractors and Town staff.
  • Supervise the design and associated design drawings to facilitate tendering and construction of infrastructure and operational projects.
  • Supervise the preparation of construction drawings, contract documents and specifications to carry out design and project needs.
  • Supervise field operations (e.g., site inspections, investigations, etc.) related to capital projects, monitoring performance, safety, etc., as well as responding to urgent matters encountered during construction, providing technical assistance in support of corrective measures that may be required.

Development Review Coordination

  • Authors various documents and/or reviews, comments and provides direction on various documents prepared by staff related to development engineering including, but not limited to Committee/Council reports, technical reports, drawings, specifications, cost estimates, complex development agreements, proposal requests, letters, and emails.
  • Prepare and/or supervise the preparation of development agreements, including special provisions, financial schedules components, calculating costs sharing agreements, administrative fees, and letter of credit requirements.
  • Review and sign off on lot grading plan (proposed and as constructed) to ensure conformity to Town standards in support of building permit process.
  • Review and comment on planning applications, plans and supporting studies, and ensure conformity to Provincial and Town standards and standard engineering practices.

Supervisory / People Leadership

  • Support the promotion of open communication, positive and respectful working relationships, and enhanced departmental collaboration by identifying solutions to advance the facilitation of ideas and flow of information between departments and divisions.
  • Respond to Council inquiries/concerns and manages competing interests and priorities with a high degree of political acuity.
  • Provide day-to-day direction and regular coaching to all staff within the division with a goal toward continuous improvement and advancement of corporate initiatives.

Education and Training:

  • Post-secondary degree or diploma in Civil Engineering, Civil Engineering Technology, and/or Environmental Studies.
  • Membership with the Ontario Association of Civil Engineering Technologists and Technicians (OACETT) with certification as a Certified Engineering Technologist (C.E.T.) is required.
  • Valid Class “G” driver’s license with access to reliable transportation and be able to travel to various work locations across the Town.

Experience and Knowledge:

  • A minimum of three (3) to five (5) years of relevant progressive experience.
  • Experience with review and approval of development applications in a municipal setting, including design and construction.
  • Working knowledge of relevant statutes, regulations, policy statements, processes, bylaws, and best practices applicable to water and wastewater, engineering, roads, and transportation.
  • Knowledge of occupational hazards pertaining to public works maintenance, engineering, and construction work and of effective safety control and precautionary methods.
  • Strong understanding of construction documents, drawings, and specifications.
