Reporting to the Manager of Development Engineering, the Development Engineering Coordinator is responsible for coordination, review and approval of all engineering related aspects of development applications.  In addition, the position is required to review stormwater management reports, noise studies, soils reports and environmental site assessment reports; provide engineering related requirements in subdivision agreements, including the review of schedules and financial security requirements.

Job Duties Include

The responsibilities and duties of this position includes but is not limited to:

  • Coordinates detailed engineering review and approval of subdivision development and site plan applications;
  • Reviews stormwater management reports, noise studies, vibration studies, soils reports and environmental site assessment reports;
  • Provides subdivision design information and expert design advice to Town departments, Council and other stakeholder;
  • Negotiates cost sharing arrangement for subdivision agreements between the Town and developers;
  • Coordinates and recommends assumption of subdivision municipal services by Council and prepares assumption by-law;
  • Liaises with Finance Department to ensure compliance with applicable policies and ensuring that all Town fiscal requirements are met;
  • Prepares and issues Terms of Reference and Requests for Proposal;
  • Prepares and provides engineering comments for draft plan applications, OPA’s, Zoning By-law Amendments, Committee of Adjustment applications and Land Division Consents;
  • Supervises the site inspection process, assumption process and attending construction site meetings;
  • Coordinates and approves Letter of Credit reductions/releases related to subdivision agreements and site plan agreements;
  • Reviews and approves property transfer schedules, financial security schedules and engineering fees for subdivision agreements.

Qualifications/Skills

  • Education: University/College program (4 year University degree or 3 year Technologist Certificate in Civil Engineering) or a program deemed equivalent.
  • Experience: Five (5) years of relevant experience and or a combination of training, education and experience deemed equivalent. Good knowledge of municipal engineering practices and application for the review and approval of detailed engineering designs, which support subdivision development applications.
  • Professional Designation: Certified Engineering Technologist (C.E.T.) or licensed by Professional Engineers Ontario as a Professional Engineer (P.Eng.) or eligible or a combination of education, training and experience deemed equivalent.
  • Legislation: Good knowledge of Planning Act, Zoning Bylaw, Building Code Act, Conservation Act, Municipal Act, Environmental Assessment Act, regional and provincial standards.
  • Communications: Excellent communication (written, verbal and presentation), negotiation and conflict resolution skills. Effective report writing and deliver presentations to Council and the public.
  • Project Coordination: Excellent ability to plan, coordinate, organize various aspects of complex projects. Proven research skills and ability to seek and analyze information from various sources.
  • Other Related Qualifications: Strong skills in Microsoft office (Word, Excel, PowerPoint, Outlook).  Valid Class ‘G’ driver’s licence. Ability to provide a criminal reference check that is satisfactory to the Town, upon being hired.

What is offered to staff

  • Salary – $81,263 – $85,995 per year
  • Work Hours – This is a unionized position that works a 35-hour work week.  The hours of work are Monday to Friday from 8:30 a.m. to 4:30 p.m.
