Role Specific Duties and Responsibilities

  1. Provide overall direction and strategic leadership to the Corporate Services Department, management of direct reports and human resources administration which includes;
  2. work planning, scheduling and assessment of staffing needs;
  3. hiring/promotion, staff development, coaching/mentoring and conducting performance management reviews;
  4. conflict resolution, discipline and termination recommendations;
  5. promote team goals and harmony among team members;
  6. assume the duties of the CAO in the CAO’s absence and be the alternative to the CAO for all emergencies.
  7. ensure coordination and cooperation between Divisions and all Municipal Departments with regard to capital improvements and operations.
  8. Responsible for the preparation of the overall department’s annual business plan and budget (operating, capital) and participate in the review and approval process with Council.
  9. Accountable for the Department’s overall performance against Council’s approved strategic objectives, business plans and budgets. Prepare, submit and present to Council performance/status reports with mitigation plans and corrective action as necessary.
  10. Direct, champion, develop and implement new/revised policies and procedures for the divisions that align with Councils strategic objectives.
  11. Responsible for ensuring appropriate staff and subject matter experts are available to the relevant Advisory Boards.
  12. Comply with all legislative and regulatory requirements as included in the Municipal Act, Development Charges Act, Assessment Act, and all other application legislation.
  13. As an active member of the Senior Management Team, participate in and champion the development and implementation of strategies, innovative processes, programs and service improvements and provide financial opportunities and implications to Council and Committees.
  14. Lead and manage the policy development for Finance/Accounting, Purchasing, Risk Management, Facilities and Fleet & IT Services to protect and safeguard assets of the Municipality.
  15. Accountable to ensure the timely reporting of the Municipality’s annual financial position in accordance with GAAP/PSAB and Provincial reporting requirements. Set the direction and lead the development and approval of the annual budget guidelines and processes with the Senior Management Team and Council; coordinate the preparation of current and capital budgets and lead the evaluation and approval process.
  16. Accountable for the cash management of the Municipality including planning and maintaining optimal cash balances to meet the Municipality’s financial obligations; develop and implement internal controls such as reconciliations and internal audits of cash handling areas.
  17. Manage the Municipality’s investment portfolio to ensure unused funds are generating interest revenue while preservation of capital is maintained in accordance with the Municipality’s Investment Policy.
  18. Accountable for Generally Accepted Accounting Principles and financial reporting systems are in place and up-to-date to support the Municipality’s needs for financial accountability, i.e. A/P, A/R, tax billing collecting.
  19. Ensure the development and administration of an effective insurance risk management program for all Municipality needs, including claims administration and overall risk management.
  20. Responsible and accountable for preparing an annual business plan for the Corporate & Financial Services Department by coordinating with other department heads and area managers to establish, allocate and cost out support resources.
  21. Actively participate and provide guidance and assistance to the Senior Management Team with evaluations and negotiations of property acquisitions and sales. Provide financial advice to Council, Committees and Staff.
  22. Set the direction and annual targets related to all divisions within Corporate and Financial Services and proactively monitor the overall performance.
  23. Participate as a member of the Municipality’s Senior Management Team.
  24. Participate as a member of the Municipality’s Emergency Management Program Committee in a designated role through the Emergency Control Group.
  25. Ensure effective and efficient day-to-day operations and functions of all department-related programs.
  26. Liaise with other departments/ levels of government, utilities, contractors, developers, ratepayers’ groups, on matters relating to corporate operations.
  27. Promotes a high standard of customer service and collaborative approach with the public as well as to all internal customers.
  28. Comply with all health and safety practices as they relate to the work, standard operating guidelines and the Occupational Health and Safety Act.

General Duties and Accountabilities (All Municipal Roles)

  1. Always provide and maintain a high degree of confidentiality and security of information. Where information is developed prior to staff/public release, ensure confidentiality of information provided to produce content for Council and other sensitive information sources.
  2. Perform other duties as may be assigned in accordance with corporate objectives.
  3. Accountable to ensure all work follows the Occupational Health and Safety Act, is in compliance and other applicable legislation, department policies/procedures/practices, operational guidelines, and perform safe work practices.

Required Certifications and/or Health and Safety Requirements

  • Possess a valid Class “G” Driver’s License in good standing.

Education, Skills and Experience

  1. University degree in Accounting, Finance, Business Administration, or a related discipline. A Chartered Professional Accountant (CPA) designation is considered an asset, along with education in Public Administration. (or combination of education/practical experience equivalent).

 

  1. Minimum ten (10) years’ related municipal experience with seven (7) years’ progressive experience in management and supervision, experience as a senior manager of a recreation service and related activities.
  2. Strong communication (written, oral and interpersonal), organization, analytical, problem-solving, coaching, leadership, motivation and staff development, time management, employee relations, public/media relations, and strategic planning skills.
  3. Proven success in strategic thinking, business strategy, collaboration and influencing and motivational skills, extensive experience mediating and resolving conflicts and negotiating complex matters.
  4. Ability to be decisive and possess effective business and political acumen to assist Council with complex decisions and guide staff through challenging initiatives.
  5. Thorough knowledge of legislation and provincial policies relative to the municipal process.
  6. Ability to demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature; and to maintain confidentiality.
  7. Ability to deal effectively and courteously in all aspects of the position; to work effectively at fostering good rapport and cooperative working relationships; and to champion the corporate mission and values.

Physical Demands and Working Conditions

  • Director level positions cannot participate in flex-time considerations.
  • This position requires the Director to be in office, however some ability to work remotely may be considered from time to time.
  • Physical demand requires computer work concentration and sitting. Working conditions are in a standard office environment with exposure to public criticism. Some walking and climbing at construction site inspections.
  • Normal hours of work are 35 hours per week, Monday to Friday. Available to attend evening and/or weekend meetings and other events, as required.
  • The Director shall be available for community emergency events and other significant events that may be caused by weather, power outages, civil discourse, fire, pandemic or other situations that can cause community impact.
