TJ Plunkett 1921-2005; a personal tribute
In 1972, Tom Plunkett was appointed as Director of the Institute of Local Government (ILG) at Queen’s University. In the climate of change in which local government found itself at the time, it was a propitious choice. The early 1970s followed a period of rapid urbanization that showed no signs of abating.
