Municipal bans on single-use plastic bags

Effective tool or pipe dream?

The council of the Montreal Metropolitan Community1 recently announced its intention to ban the use of plastic bags by April 22, 2018. The resolution, which was proposed by the mayors of Montreal and Longueuil – Denis Coderre and Caroline St-Hilaire, respectively – was adopted unanimously by the council.2

This is not, of course, the first time that a Canadian municipality has seriously considered such a ban. To date, however, municipal bans of single-use consumer plastics
