Canada suffers from a democratic deficit. While women make up slightly more than half of the country’s population, they are not equally represented at the decision-making table at all orders of government. Despite decades of gradual increases in women’s representation in local politics, we have not attained the “parity range” (40 to 60 percent in favour of either gender) on municipal councils.

This results in significant gender gaps in policies, programs, and plans.
