The Halton Police Board is the civilian governance body responsible for providing strategic oversight of the Halton Regional Police Service on behalf of the community. The Board ensures that adequate and effective policing services are delivered across Halton Region in accordance with provincial legislation, while setting strategic priorities, establishing policies, and monitoring organizational performance and accountability. It hires and evaluates the Chief of Police, approves the Service’s budget, and safeguards the responsible stewardship of public funds. Operating at a governance level rather than directing day-to-day policing operations, the Board plays a critical role in promoting transparency, accountability, and public confidence in policing.

The Halton Police Board is seeking a Chief Governance Officer (CGO) to ensure the Board has the information, strategic advice, and administrative support necessary to govern the Halton Regional Police Service effectively, transparently, and accountably. The CGO supports the Board in fulfilling its mandate to ensure adequate and effective policing services are delivered sustainably across the Region.

The CGO reports to and takes direction from the Chair on behalf of the Board. The Board, collectively, serves as the CGO’s employer.

The Role

The Chief Governance Officer is the Board’s strategic governance expert, ensuring members receive timely, accurate, and comprehensive information to support informed decision-making, lending leadership to:

  • Strategic planning and policy development
  • Quality assurance processes
  • Risk identification and mitigation across public safety, reputational, financial, and organizational domains
  • Annual evaluations of the Board, Chair, and Chief of Police
  • Recruitment and selection processes for police executives
  • Collective bargaining mandates, executive contracts, and grievance oversight
  • Board member onboarding and ongoing governance education

The CGO oversees the administration and financial management of the Board Office, including budget preparation, and provides leadership and performance management to staff.

Acting as a key liaison between the Board and the Chief of Police and senior leadership team, the CGO ensures effective information flow and monitors matters related to the Board’s mandate, including public complaints. The role also leads strategic communications, media relations, and community outreach on behalf of the Board.

The CGO maintains strong relationships with government, community, and oversight partners, including the Canadian Association of Police Governance, and engages external advisors as required to support the Board’s governance responsibilities.

Qualifications

The ideal candidate is an accomplished governance professional with seven to ten years of progressive senior leadership experience in the public sector, ideally within public safety and community well-being.

The ideal candidate will possess:

  • Relevant post-graduate education and related professional experience
  • Strong knowledge of applicable legislation, regulations, standards, and public accountability principles
  • A sound understanding of effective board governance model and practices, and their application to the policing and/or public safety sectors
  • Demonstrated experience working collaboratively with senior leadership
  • Strong stakeholder engagement and issue resolution capabilities
  • Excellent judgment, strategic thinking, and analytical skills
  • Financial acumen and sound risk management experience
  • Superior advisory, research, report writing, and project management skills
  • Exceptional communication and team leadership abilities

Compensation and Location

The salary range for this position is $170,000 to $205,000, commensurate with qualifications and experience.This position is based at our Oakville Headquarters, conveniently located at the QEW and North Service Road West.
