The Opportunity
The Infrastructure Services Manager provides technical engineering support to the Town in the areas of asset management, capital project delivery, capital maintenance, planning and development, utility coordination, traffic management, road safety and other engineering related duties as assigned. The position is directly responsible for capital and operational budget planning, forecasting and administration of the Town’s road, bridge and sidewalk related infrastructure. The position is responsible for technical and design comment on planning and development applications as well as coordinating infrastructure assumption and security reductions with development. The position is responsible for developing decision making framework, business processes and tools that incorporate capital and operating budget development, prioritization, level of service and life cycle costing to establish a clear linkage between the asset management program and annual budget process. Position Details
Status: Full-Time
Hours of Work: 35 hours/ week
Days of Work: Monday to Friday
Pay Range: $71,675 – $83,849 (Salary is currently under review)
Key Responsibilities
– Under direction, coordinate implementation of the technical component of the municipality’s asset management program including linear infrastructure, utilities infrastructure, and municipal facilities
– Complete asset condition assessments of road assets as applicable, and update the municipal asset management database to reflect current conditions
– Complete benchmarking and gap analyses of the municipality’s asset management program compared to best practices and develop initiatives to close identified gaps
– Work with operational staff to develop operation and maintenance standards for municipal assets.
– Develop performance measures and targets to track asset management program performance over time, and develop initiatives to improve program performance.
– Liaise with Finance department to maintain and update asset database, including tangible capital asset accounting
– Oversee infrastructure locate program and infrastructure GIS layer updates
– Work with water and wastewater department to develop capital infrastructure budgets based on updated asset information
– Responsible for Town’s infrastructure Locate program in coordination with Environmental Services Manager
– Develop decision making framework, business processes and tools that incorporate capital and operating budget development, prioritization, level of service and life cycle costing to establish a clear linkage between the asset management program and annual budget process
– Complete surveys, technical reviews and annual inspections to support the development of long range capital planning efforts
– Develop project scope statements and preliminary cost estimates for use in development of the long range and annual capital maintenance program, and the annual linear infrastructure reconstruction program
– Coordinate engineering and construction administration of linear infrastructure reconstruction projects
– Develop tenders to procure materials and services to support the annual capital maintenance program
– Coordinate the municipality’s bi-annual bridge and pavement inspection programs
– Perform internal engineering review of planning applications, including site plans, technical servicing plans, drainage plans, etc. Coordinate third party engineering review of planning applications where necessary.
– Provide technical support for subdivision agreement development and act as primary point of contact for developers after subdivision agreement is signed
– Supervise crossing guard operations
– Complete engineering reviews of traffic safety related requests (i.e. speed limits, warning signage, etc.)
– Implement and monitor aspects of Road Safety plan
– Coordinate with electrical, gas and telecom utility operations
– Provide technical support for Public Works operational activities including regulatory and risk mitigation compliance activities
– Liaise with members of the public on technical related inquiries, and provide technical expertise to assist with resolution of a wide variety of matters
– Perform other related duties, as necessary or as assigned
Qualifications
– 3-year college diploma or university degree in an applicable engineering field
– Class G Driver’s License and access to a reliable vehicle
– 3 years’ of technical related work experience in an engineering or construction setting. (Candidates with an equivalent combination of education and experience may be considered)
– 5 years’ of municipal related work experience
– Working knowledge of MS Word, Excel and Outlook and familiarity with municipal engineering and GIS software applications such as Citywide Asset Management Suite, CAD, ESRI products and QGIS
– Professional Civil Engineer (P.Eng) is considered an asset
– Professional Project Manager (PMP) is considered an asset
– Asset Management Professional Certificate is considered an asset
– Certified Road Supervisor (CRS) is considered an asset
