The Chief Information and Digital Officer (CIDO) provides strategic leadership and executive oversight for the Town’s information technology, digital transformation, data governance, GIS, cybersecurity, and communications technology functions. This role is responsible for advancing secure, efficient, and customer-focused technology services that support organizational performance, modernization, and service excellence. The CIDO leads the development and execution of the Town’s Technology and Digital Strategy, ensuring alignment with corporate priorities while enabling data-driven decision-making and continuous improvement across the organization.

The CIDO sponsors and oversees all corporate technology initiatives, providing governance and executive leadership from project initiation through full adoption. This includes leading complex, high-impact, and multi-disciplinary technology projects; establishing best-practice project governance frameworks; and fostering strong cross-departmental collaboration through corporate technology, data, and GIS governance structures. The role regularly provides strategic advice, analysis, and recommendations to senior leadership, Council, and Committees, translating complex technical concepts into clear, actionable guidance that supports informed decision-making.

Reporting to the Director of Corporate Services, the CIDO operates within a collaborative and forward-looking corporate environment that emphasizes innovation, resilience, and service excellence. The position provides direct leadership to the Manager of Information Technology Services and the Manager of Corporate Strategy and Transformation, fostering a culture of accountability, professional development, and continuous improvement. The CIDO also plays a key role in supporting organizational readiness, staff engagement, and customer experience through the effective adoption of technology, automation, and digital solutions.

The ideal candidate will bring a university degree in Computer Science or a related discipline, with advanced education or professional certifications considered an asset. The role requires a minimum of seven years of progressive IT leadership experience, including senior management experience, preferably within a municipal or broader public sector environment. The successful candidate will demonstrate strong expertise in technology strategy, cybersecurity, data governance, digital transformation, project and financial management, and stakeholder engagement, along with the ability to lead organizational change with professionalism, integrity, and strategic vision.
