Respect for roles is a cornerstone of a functioning society. Without such respect and clarity, confusion will reign and incivility emerge.
Any council-management relationship that aims to be collegial and compatible will only be present when those appointed to office based on their academic training and subsequent experience are conscious of their responsibility to provide first-rate education for those folks who have been elected.
