The Municipality of Central Elgin is seeking a Manager of Financial Services/Deputy Treasurer to guide and inspire a small, dedicated Finance team on its journey to successfully administering the finances of the Corporation while delivering excellent customer service to its stakeholders. The Municipality is experiencing growth at a rapid pace, and the Manager of Financial Services/Deputy Treasurer will be a key manager in the finance team accountable for providing fiscal oversight to sustain the Municipality’s excellent financial position in compliance with GAAP and the statutory requirements of the Municipal Act.
Reporting directly to the Director of Corporate Services/ Treasurer, the Manager of Financial Services/Deputy Treasurer will assist the Treasurer in overseeing the financial management of the organization, ensuring compliance with bylaws, policies and regulations, and ensuring the accuracy of accounting and related information systems. This position will also act as the backup to the Director of Corporate Services/Treasurer in their absence and will supervise the Senior Financial Analyst, Procurement and Risk Analyst and AP/AR Analyst while providing support and mentorship to other finance staff.
In your capacity as a key senior manager in the finance department you will work with and support the Treasurer in providing financial advice to the CAO and Department Heads while managing the service areas within Finance, including but not limited to, Accounting, Taxation and Revenue Services, Procurement, Capital Assets Accounting, and Budgeting. You and your team will be accountable for preparation and maintenance of the budget, ensuring adequacy of financial controls and that general government operations are carried out in a cost efficient, effective and customer centric manner, while ensuring that all statutory and regulatory obligations are met.
Ideal Qualifications:
- Education and Designations: a post-secondary Degree or Diploma in finance, accounting, business or commerce, coupled with a professional accounting designation (CPA, CA, CGA, CMA). An AMCTO Municipal Administration Program (MAP) and/or Municipal Accounting Finance Program (MAFP) is an asset.
- Public Sector Municipal Management experience: 3 to 5 years of progressively responsible public sector or municipal finance experience.
- Finance Experience: Expert level knowledge and experience of Public Sector Accounting Standards including practices related to budget planning, accounting, internal controls, financial reporting, taxation, capital planning.
- Critical Thinking: Analytical, problem solving and decision-making skills to enable the assessment of multiple issues, the development of options and implementation of decisions necessary for the effective operation of the department recognizing impacts and mitigating
- People Leadership: Exceptional leadership skills with proven ability to build, lead, and mentor a small, committed and enthusiastic team of finance professionals.
- Legislation: Demonstrated knowledge of Municipal, Provincial, Federal legislation, regulations, and guidelines including municipal government operations, principles, best practices, and processes.
- Technical Acumen: Advanced technical literacy with the Microsoft suite of products, as well as an an understanding of municipal financial software and programs, such as iCity, WorkTech, Book King and, Bids & Tenders.
- Communication: Excellent interpersonal, oral and written communication, presentation, facilitation and negotiation skills.
