Reporting to the Commissioner of Public Works, the Director of Environmental Services is responsible for overseeing the Environmental Services Department which currently includes Water Treatment, Wastewater Treatment, Water Distribution, Wastewater Collection, Stormwater (Pipes and Ponds), Solid Waste Management and Gas Utilization, and Technical Services related to Capital Program Management and Development Review related to Drinking Water Program.   Duties include but not limited to preparation of operating and capital budgets; manage capital program delivery; provide input on development related applications and reports; ensure compliance with regulatory requirements; establish, maintain and enforce bylaws, design standards, policies and procedures; ensure strategic resource and process optimization; provide superior customer service and emergency response; maintain a positive relationship and a collaborative environment with internal staff and external stakeholders; and foster a progressive culture of engaged and high-performing employees.

QUALIFICATIONS

  • Graduation from a four (4) year university program with a Bachelor’s degree in Environmental/Civil Engineering or related field as well as a Professional Engineer (P. Eng.) designation.
  • A C.E.T designation maybe considered.
  • A minimum of seven (7) years of progressive managerial experience, preferably in the municipal sector in water, wastewater, stormwater and solid waste operations management, contracts management, capital program management and development approvals.
  • Strong report writing and project management skills, with the ability to achieve program objectives successfully while meeting tight deadlines.
  • Excellent interpersonal skills coupled with highly developed communication skills (oral and written), with the ability to effectively communicate with the staff at all levels of the organization and with the public including highly effective negotiation, facilitation and conflict resolution skills.
  • Extensive knowledge on operation of municipal water treatment, wastewater treatment, pumping stations, reservoirs, linear pipe network, landfill, curbside solid waste collection, landfill gas collection, cogeneration facility, storm water ponds including pertinent legislation, policies, bylaws within federal, provincial and municipal government.
  • Proficient computer skills, including good working knowledge and application of word processing, spreadsheet, power point presentation and e-mail software applications, work order system as well as electronic purchasing systems.
  • Able to manage multiple and changing demands and priorities.
  • The ability to work after hours to attend meetings and emergencies as required.
  • Possess a valid Class G driver s license in good standing during employment.
  • IMS 300 certificate or equivalent (ICS300) is considered an asset. Subject to course availability, certification must be achieved within their first two (2) years of employment.

WAGE/SALARY RANGE: $71.51 to $89.39 per hour (based on a 35-hour work week) plus benefits.
