The City of Owen Sound, a vibrant urban waterfront community, seeks an experienced and dedicated Transportation Superintendent. This key role involves direct management of the Public Works Division, overseeing municipal infrastructure, including public streets, bridges, culverts, and other related facilities. The successful candidate will ensure that operations are conducted in accordance with municipal, provincial, and federal legislation, while promoting positive public relations and ensuring safety.

Key Responsibilities:

  • Leadership & Management:
    • Oversee the administration of the Public Works Division, including supervisory duties for 21-30 staff.
    • Supervise daily work for unionized employees and maintain strong team morale.
    • Develop policies and strategies for division operation and maintenance programs.
  • Operational Excellence:
    • Inspect infrastructure to ensure compliance with standards.
    • Plan and develop programs for effective infrastructure maintenance and operation.
    • Participate and provide input in the review of infrastructure projects.
    • Respond to complaints and emergencies, ensuring appropriate follow-up.
  • Budget & Financial Management:
    • Prepare and manage operating and capital budgets aligning with divisional goals.
    • Monitor expenditures and recommend funding applications for projects.
    • Ensure procurement of supplies and equipment meets contractual standards.
  • Health & Safety:
    • Enforce compliance with health and safety policies during all operations.
    • Conduct safety inspections and lead incident investigations.

Qualifications

  • Education:
    • Post-secondary education with a focus in civil engineering or equivalent.
    • Certified Engineering Technologist (C.E.T.) and/or Certified Road Superintendent (C.R.S.) designation recommended.
  • Experience:
    • Minimum of five years in public works, with at least three years in a supervisory capacity.
    • Proven experience in infrastructure maintenance and construction.
  • Core Competencies:
    • Strong leadership abilities, adept at managing conflicts effectively.
    • Proficient in scheduling and project management.
    • Skilled in planning, anticipating, and preparing contingencies for potential risks.
    • Excellent interpersonal skills.
    • Inspires confidence and loyalty within the team.
    • Extensive operational experience, particularly in road operations and winter control; road/utility construction experience is advantageous.
    • Experience in administering or participating in collective agreements is beneficial.

Salary Range: $48.93 – $59.67 hourly
