About the Role – How you will Contribute to the Service:
Join Our Team as a Manager, Corporate Communications – Full-Time Opportunity with the Halton Regional Police Service (HRPS).
The Corporate Communications Manager plays a critical leadership role in advancing the strategic objectives of the Service by overseeing communications that foster public trust and enhance the organization’s reputation as a progressive, community-focused leader in public safety. With a minimum of 7 years of related experience in corporate or public sector communications, this professional serves as a key advisor to the Chief of Police, Senior Command, and the broader Service, ensuring all communications are transparent, aligned with the mission, and strategically crafted. This role is accountable for executive-level leadership of the Corporate Communications Unit, guiding all internal and external messaging, particularly in sensitive or high-profile situations. The manager ensures that all communications consistently reflect the Service’s commitment to community safety, equity, and policing excellence, reinforcing its vision of becoming a world-class leader in these areas.
Here’s what you will get to do:
- Provide timely, accurate, and strategic communication advice to the Chief of Police, Senior Command, and the Service as a whole.
- Design, implement, and assess both internal and external corporate communication strategies.
- Monitor media, environmental reports, and strategic documents to anticipate emerging issues and trends.
- Support the Service’s strategic plan.
- Oversee the creation of internal and external publications, including the annual report.
- Develop and manage the annual budget and expenditures for Corporate Communications.
- Lead recruitment, workload assignments, training, coaching, mentoring, and performance evaluations of staff. Conduct performance reviews and implement disciplinary actions as needed, in accordance with policies and collective agreements.
- Direct work activities related to contracted services, such as branding, graphic design suppliers, film, video, editing services, and other vendors. Recommend changes as appropriate and required.
- Oversee the development of the annual Corporate Communications Strategic Plan to guide proactive communication efforts.
- Develop and implement both long-term and short-term objectives, recommendations for staff and material resource requirements, budgetary needs (capital and operating), and key service delivery initiatives for the Unit.
- Manage public-facing content on the Service’s website and internal resources via SharePoint.
- Track and evaluate communication outputs and deliverables to ensure high quality and value.
- Create communications products that are professional, visually appealing, and consistent with the Service’s corporate branding.
- Manage relationships with the media and the public.
- Coordinate and organize special events, including consultation meetings, press conferences, and workshops.
- Contribute to various committees and task forces as required. Participate in special projects, assignments, and speechwriting as needed.
- Serve as HRPS’ spokesperson on police-related matters when directed by the Chief of Police.
- Implement systems to track public and employee sentiment through surveys, media monitoring, and stakeholder engagement.
- Ensure staff adhere to health and safety protocols in compliance with the Occupational Health and Safety Act and Service policies.
- Maintain the highest level of confidentiality in handling police matters, in line with the Code of Conduct.
- Perform other related duties as assigned.
What you’ll Bring to the Role:
Education, Certifications and Qualifications: University degree in Communications, Public/Media Relations, Journalism, Marketing, or related discipline.
Experience, Knowledge and Skills:
- Minimum 7 years of progressive experience in corporate communications, ideally within unionized, public sector, or non-profit environments.
- Proven leadership and people management experience, including coaching and mentoring a team.
- Demonstrated success supporting executive-level leaders and managing complex communications portfolios.
- Expertise in:
- Strategic communications and media relations
- Crisis and issues management
- Internal communications and employee engagement
- Social and digital media strategy
- Executive communications and speechwriting
- Strong financial acumen, including budget planning, forecasting, and expense tracking.
- High level of political acuity, discretion, and professionalism when handling sensitive or confidential matters.
- Proficiency with:
- Microsoft Office Suite, SharePoint, Hootsuite
- Social media platforms and content creation (e.g., LinkedIn)
- Familiarity with Adobe Creative Suite, Canva, and video editing tools is considered an asset.
An equivalent combination of education and/or experience may be considered by the Service.

Salary Range: $157,248 to $172,146.
