GRANDVIEW MUNICIPALITY:

Incorporated in 2015 through the amalgamation of the RM of Grandview and the Town of Grandview, this scenic municipality is rooted in agriculture and natural beauty. Nestled in a valley between Duck Mountain Provincial Park and Riding Mountain National Park, Grandview is located along Highway 5—about 130 km east of Yorkton, SK, and 50 km west of Dauphin, MB. With a population of 1,419 and covering an area of 1,148 km², Grandview offers a peaceful, rural lifestyle enhanced by year-round outdoor recreation. As a gateway to the Duck Mountains, it attracts nature lovers, hunters, hikers, snowmobilers, and more. Its warm, welcoming community fosters lasting connections and an exceptional quality of life. 

DESCRIPTION:

The Chief Administrative Officer is the senior administrative official of Grandview Municipality and is directly accountable to Council. The CAO is responsible for the overall leadership and management of the municipality’s administration, including financial oversight, human resource management, and strategic execution of municipal policies and programs.

As the principal advisor to Council, the CAO ensures that elected officials are well-informed of their legislative responsibilities, authorities, and all pertinent information required to make sound, informed decisions.

Key responsibilities include:

  • Overseeing the implementation and efficient delivery of programs and services approved by Council.
  • Managing the effective use of municipal resources—human, financial, and physical—to meet the needs of residents and ratepayers.
  • Ensuring compliance with applicable legislation, bylaws, and municipal policies.
  • Supporting and guiding Council with accurate, timely, and strategic advice on all municipal matters.

The CAO plays a vital leadership role in maintaining transparency, accountability, and service excellence throughout the organization, supporting the community’s continued growth and quality of life.

QUALIFICATIONS:

 Education: Completion of a diploma or degree from a recognized post-secondary institution in Public Administration or a related discipline. Must hold and provide proof of a CMMA (Certified Manitoba Municipal Administrator) designation or a recognized equivalent.

Experience:

  • Prior CAO experience in both urban and rural settings OR a minimum of four (4) years of progressive senior management experience in a municipal government or comparable public sector environment.
  • Demonstrated knowledge of relevant provincial legislation is essential.

 Technical Skills and Knowledge:

  • Experience in project management, asset management, and municipal accounting is highly desirable.
  • Direct experience with public works operations and managing within a unionized workforce is required.
  • Knowledge of water and wastewater systems and human resource management is considered an asset.

 Leadership and Personal Attributes:

  • Proven ability to lead with integrity, exercising sound judgment, discretion, and confidentiality.
  • Strong leadership and relationship-building capabilities with a results-driven mindset aligned with organizational goals.
  • Excellent organizational, interpersonal, and communication skills, both written and verbal.
  • Ability to navigate sensitive issues with tact, courtesy, and diplomacy.
