Chief Financial Officer/Treasurer

Reporting to the Chief Administrative Officer (CAO), the Chief Financial Officer (CFO) / Treasurer for the Town of Midland plays a pivotal role in the municipality’s executive leadership team. As a key member of senior management, the CFO provides strategic direction and oversight for all financial functions, ensuring the long-term fiscal sustainability, accountability, and transparency of the Town’s operations. This position is responsible for leading the Finance Department, encompassing accounting, budgeting, procurement, and financial reporting functions. In addition to departmental leadership, the CFO fulfills the statutory obligations of the Treasurer as outlined in the Municipal Act, 2001, and serves as a trusted advisor to Council, the CAO, and other departments on financial matters. The CFO is instrumental in shaping financial policy, supporting strategic initiatives, and fostering a culture of excellence and continuous improvement within the organization.
This position offers competitive total compensation including a wage of $127,652.31 to $159,565.39, 35 hours per week.

Duties & Responsibilities
- Oversee all financial operations including accounting, budgeting, taxation, procurement, and financial reporting.
- Ensure compliance with the Municipal Act, Public Sector Accounting Standards (PSAS), and other relevant legislation.
- Provide financial advice and reports to Council, CAO, and department heads.
- Lead the development and implementation of financial policies, procedures, and internal controls.
- Manage procurement processes and ensure adherence to municipal purchasing bylaws.
- Coordinate the preparation of the Financial Information Return (FIR) and liaise with external auditors.
- Promote innovation and efficiency in financial and procurement practices.
Strategic/Operational Planning
- Develop and implement long-term financial strategies aligned with Council’s strategic priorities.
- Support corporate planning initiatives through financial forecasting and risk analysis.
- Contribute to asset management planning and infrastructure funding strategies.
- Identify and pursue external funding opportunities including grants and partnerships.
Financial Planning & Budgeting
- Lead the preparation and administration of the annual operating and capital budgets.
- Monitor financial performance and provide variance analysis and recommendations.
- Manage reserve and reserve fund strategies to ensure long-term fiscal health.
- Oversee cash flow, investment management, and debt financing.
Department Leadership
- Provide leadership, mentorship, and performance management to assigned teams.
- Foster a culture of continuous improvement, collaboration, and professional development.
- Ensure effective succession planning and staff training.
- Actively participate in the senior management team, contributing to corporate decision-making.
- Represent the Finance Department at Council and committee meetings as required.
- Develop and have full responsibility for administration of the assigned budget(s).
- Work in compliance with, and ensure staff are knowledgeable of and in compliance with, the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, departmental policies/procedures/practices, operational guidelines, and performs safe work practices.

Qualifications and Requirements
- University degree in Accounting, Finance, Business Administration, or a related field required.
- Chartered Professional Accountant (CPA) designation required.
- Minimum 7–10 years of progressive municipal finance experience, including supervisory responsibilities.
- In-depth knowledge of the Municipal Act and municipal budgeting practices.
- Strong leadership, communication, and interpersonal skills.
- Proficiency in financial software and Microsoft Office Suite.
- Demonstrated ability to build high levels of credibility within diverse work groups as well as the ability to develop productive partnerships with a range of stakeholders.
- Ability to balance multiple priorities, often with conflicting timelines.
