Location
This 12 month, temporary position is located at the Region of Durham Headquarters in Whitby, Ontario.
Reporting to the Manager, Design, Construction and Asset Management (DCAM), this supervisory level position works within the Facilities Design, Construction and Asset Management Division.
The incumbent will:
• Develop, recommend, implement, and maintain all standards related to contract administration processes.
• Oversee and provide quality control to the tender development and specification process for facility construction and retrofit projects.
• Standardize processes and procedures in document development and tender content within the Facilities DCAM Division
• Establish tendering priorities in consultation with applicable internal stake holders and work with Purchasing Division to implement the required schedule.
• Work with stakeholders to define the timelines of contract development and procurement activities for facilities DCAM projects.
• Provide support to Asset Management and Planning group to help develop, validate, and coordinate the DCAM 10 Year Capital Forecasts for all Regional facility requirements.
• Provide expertise in contract language and estimation for a wide range of Facilities construction and rehabilitation projects.
• Manage the standards for documentation submissions, digital storage, and filing.
• Maintain records in accordance with Record and Information Management (RIM) process.
• Assess needs of the Facilities DCAM group and work in collaboration with Legal Department and Purchasing Division, as well other departmental staff to produce appropriate documentation to achieve each project objectives.
• Provide expertise in CCDC2 contractual procedures for all Facilities DCAM staff.
Oversee technical staff to meet short term and long-term objectives for documentation and compliance to standards in the DCAM group.
• Update and maintain Facilities DCAM policies.
The successful applicant will possess:
• A post-secondary diploma in Architecture or Engineering, or an equivalent combination of education and experience will be considered.
• Registration or eligible for registration as a Professional Engineer with P.E.O. would be considered an asset.
• Certified Professional Public Buyer(CPPB) designation would we be considered an asset.
• Extensive progressive work experience in a unionized environment
• Extensive specification writing, contract law and procurement experience
• Working knowledge and understanding of practical administrative, technical, operation and financial matters in a municipal environment
• Extensive knowledge of contract administration and consulting assignments, Regional Policies and Procedures, Purchasing By-Law, Purchasing Policies and Procedures, Budget Management Policy, Construction Act, Ontario Provincial Standards, Occupational Health and Safety Act, Ontario Building Code,
Local Site Plan Approvals and building permit requirements
• Experience working with Microsoft Office software (Word, Excel) and PeopleSoft (FIMS and HCM), and Ameresco.
• Excellent verbal and written communication, leadership, negotiation, analytical, problem solving, project management and organizational skills.
• A valid Ontario Class ‘G’ driver’s licence
Management & Exempt Salary Grade 5
– Salary: $95,818 to $119,773 per annum
Conditions of Employment
Prior to the start date, the successful candidate will be required to provide a satisfactory Criminal Record and Judicial Matters Check dated within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide requirements will also be collected.
