ABOUT THE ROLE
The Chief Administrative Officer (CAO) is accountable to Council, providing strategic leadership and guidance to effectively manage the Town’s portfolios, departments, programs, and services while ensuring alignment with Council’s policies and strategic plans. As the sole employee of Council, the CAO ensures that the Town’s administrative resources harmoniously align with Council’s values, priorities, and operational objectives. This role involves operationalizing Council’s vision through the execution of corporate strategies, inspiring staff to address challenges effectively, and implementing necessary changes. The CAO also plays a critical role as a community leader and partner, fostering positive relationships with Council, staff, and stakeholders to promote a collaborative workplace culture.
Key responsibilities include acting as the principal advisor to Council, maintaining open lines of communication, and fostering trust and mutual respect between administration and Council. The CAO manages the Town’s business affairs efficiently, aligning them with strategic goals to support the Town’s long-term vision and enhance municipal services. Additional duties include strategic advisory, policy development, financial management, relationship management, and human resource leadership. By championing innovation and community engagement, the CAO ensures alignment with sustainable growth, operational efficiency, and effective service delivery.
Candidates must have at least 10 years of senior executive experience within municipal or public sector environments, with expertise in corporate portfolio management, strategic planning, and public administration. A university degree in Public Administration, Business Administration, or Political Science is required, with a Master’s degree preferred. The role demands proficiency in financial management, human resource management, policy development, and excellent communication and analytical skills. Familiarity with municipal legislation and operations, along with a commitment to continuous improvement and professional development, is essential for managing the Town’s dynamic operational landscape effectively.
