Manager of Finance - Treasurer

Located along the beautiful shores of Lake Ontario, conveniently in the 401 corridors between Toronto and Kingston, the Municipality of Brighton is a lower tier municipality in the County of Northumberland with a population of almost 13,000 people. The Municipality of Brighton is currently seeking a strategic and experienced financial leader to join our senior management team as Manager of Finance/Treasurer. This key role is responsible for overseeing all accounting functions and fulfilling the statutory duties of Treasurer under the Municipal Act, 2001. The successful candidate will provide expert financial advice to the CAO and Council, lead the Finance Department, and ensure compliance with all regulatory and legislative requirements.
The Manager of Finance/Treasurer is responsible for a broad range of financial and leadership duties. This includes overseeing the preparation and monitoring of annual budgets, maintaining accurate accounting records, and ensuring timely completion of month-end routines, reconciliations, and financial reporting. The role fulfills all statutory duties of the Treasurer, including managing payroll, reserve funds, development charges, and the implementation of financial systems. The Manager provides strategic financial advice to the CAO and Council, supports long-term financial planning, and prepares the annual business plan and budget. As a departmental leader, the Manager supervises finance staff, conducts performance management, and ensures efficient operations through strong leadership and regular communication. The role also includes managing the Municipality’s procurement processes—ensuring compliance, transparency, and value for money—as well as overseeing the insurance portfolio, including policy renewals, claims, and risk management. Additionally, the Manager develops and enforces financial policies and procedures, ensures compliance with all levels of legislation, and contributes to corporate-wide initiatives as a member of the senior management team.
The ideal candidate will hold a bachelor’s degree in Accounting, Finance, Business Administration, or a related field, along with a Chartered Professional Accountant (CPA) designation. They will bring 5 to 7 years of progressive experience in accounting or finance, including at least 3 years in a senior or managerial role. A strong background in municipal finance, budgeting, financial reporting, and regulatory compliance is essential. The candidate should demonstrate proficiency in municipal financial software and advanced Excel skills, with a solid understanding of Public Sector Accounting Standards (PSAS) and Ontario municipal legislation. Exceptional leadership, communication, and strategic advisory abilities are required, along with experience in procurement, insurance, and risk management. In addition to the above, knowledge and use of AI tools for financial budgeting and monitoring will be considered a strong asset. A clean Criminal Record Check and the ability to maintain confidentiality, tact, and diplomacy are also necessary.
Total compensation for the Manager of Finance/Treasurer includes an annual salary between $116,378 to $136,147 commensurate with qualifications and experience, a generous benefits package covered 100% by the Municipality, flexible work hours, and participation in the OMERS pension plan.
