Salary: $122,866 – $143,760 (under review)

The Opportunity
The Municipality is seeking an experienced, strategic, and collaborative leader to serve as Treasurer. Reporting to the Chief Administrative Officer (CAO), the Treasurer is responsible for directing the Finance Department, ensuring compliance with legislative requirements, and acting as the Chief Financial Officer for the Municipality. This role is vital in safeguarding the Municipality’s financial health and supporting its strategic priorities.
Key Responsibilities
- Lead the Finance Department, providing mentorship, oversight, and support to a dedicated team.
- Develop and implement financial policies, procedures, and systems to ensure sound financial management.
- Prepare and coordinate multi-year operating, capital, reserve, and reserve fund budgets.
- Oversee tax billing, collection, enforcement, and related by-law preparation.
- Manage municipal investments, debt strategies, and financial risk assessments.
- Oversee payroll, benefits, pension administration, and collective agreement compliance.
- Ensure compliance with all relevant legislation, regulations, and financial reporting requirements (e.g., FIR, T4s, Form 119s).
- Act as the Chief Financial Officer for the Municipal Sewage Corporation.
- Support audits, asset management planning, grant reporting, and procurement processes.
- Maintain accurate financial records for the Municipality and Local Boards.
- Evaluate and implement financial software solutions in collaboration with the Digital Transformation Specialist.
- Communicate financial information clearly to Council, staff, and the public.
Qualifications
- Post-secondary education in accounting, finance, or a related field.
- Professional accounting designation (CPA) preferred.
- Minimum of 5 years of senior management experience, ideally in municipal finance.
- Strong knowledge of municipal finance legislation, accounting principles, asset management and best practices.
- Proven leadership and supervisory abilities.
- Excellent communication, organizational, and project management skills.
- Proficiency in financial software, spreadsheets, and online reporting programs (e.g., CRA, grants).
