Chief of Paramedic Services & Emergency Management

The Opportunity:
The Chief of Paramedic Services & Emergency Management directs the planning, delivery, management and evaluation of Paramedic Services, community paramedicine, and community emergency management in accordance with Council directives, legislated standards and prescribed regulations. This position ensures strategic alliances with other community and emergency service providers and corporate support services. Additionally, the Chief leads dispersed teams by fostering collaboration, optimizing resources, and driving performance.
What you will do:
- Act as the advisor to members of the Senior Management Team, the CAO and Council on matters related to paramedic services, community paramedicine, and emergency services policy, program development, and operations.
- Provide leadership, direction and technical support to the District’s Paramedic Services management and staff consistent with District values, policies and procedures including recruitment, deployment, training and performance management.
- Ensure the development, implementation and review of policies, procedures, standards, deployment plans and programs governing paramedic services operations in compliance with provincial legislation and municipal by-laws.
- Prepare presentations, reports and recommendations and attend meetings of Standing Committees, Council, public meetings and community organizations to inform on on-going departmental matters.
- Develop and maintain effective quality assurance / risk management programs.
- Develop, recommend and control the annual capital and operating budgets for the division, and ensure that expenditures are controlled and maintained within approved budget limitations.
- Lead the development of strategic plans and initiatives to achieve the current and anticipated future requirements of the District and the community.
- Accountable for the District’s community emergency management activities in accordance with applicable regulations and ensure the plan is actively reviewed, updated and practiced.
- Respond to major emergencies and provide support/ direction as required.
- Represent the District and act as liaison with the base hospital, local hospitals, local fire departments, Ontario Provincial Police (OPP), Emergency Management Ontario (EMO), and other stakeholders.
- Ensure availability and maintenance of facilities, supplies and equipment.
What you will need:
- University degree in health care, business or public administration, or related field or equivalent
- Minimum of seven (7) to ten (10) years’ experience in the delivery and/or management of emergency medical services in progressively responsible positions
- Excellent leadership and supervisory skills, and ability to interpret and apply employment policies and collective agreements
- Working knowledge of the Ambulance Act and its associated regulations and standards, the Occupational Health & Safety Act, Emergency Management Civil Protection Act, and other related legislation
- Knowledge and experience in emergency planning and management
- High level of communication, presentation, interpersonal, analytical and business planning skills
- Valid driver’s license in good standing
