The Town of Lincoln is looking to hire a GIS and Asset Management Specialist. Located in the beautiful Niagara Region, Lincoln offers a unique environment that encompasses Lake Ontario, the Bruce Trail and Niagara Escarpment and is situated between Hamilton and St. Catharines. Reporting to the Director of Planning & Development and working closely with the Deputy Treasurer and Manager of Operational Engineering, the GIS and Asset Management Specialist is responsible for the organizational asset data and information needs, assisting with finding efficiencies and improvements in existing asset management processes and systems, and planning and implementing new systems and processes that help departments align with the Corporate Asset Management Strategy.

The GIS and Asset Management Specialist will also be responsible for mapping data and mapping application development using ESRI ArcGIS software. This role is required to create and maintain maps, map layers, interfaces and mapping related data; provide spatial analysis, review and consult with end users regarding mapping projects; optimize mapping applications used in static and mobile environments, write, modify and test GIS scripts, participate in the development and implementation of GIS workflow procedures and provide end user support and training assistance as required.

The successful candidate must possess the following:

  • Post-secondary degree or diploma in Engineering, Business Administration, Computer Science or equivalent combination of education and experience
  • Post graduate certificate in GIS from a recognized college or university, certified training in ESRI GIS (ArcMap or ArcGIS Pro), or equivalent combination of education and experience
  • Minimum of three (3) years of formal training and experience in asset management, systems/infrastructure planning, and support.
  • Demonstrated understanding of the full life cycle for asset information from multiple perspectives, including information systems and data, assets, asset systems and hierarchies, people and knowledge, business processes, and communication.
  • Proficiency in ESRI products (ArcMap, ArcGIS Pro), spatial analysis, geoprocessing, database design, systems integration, and associated Microsoft technologies.
  • Experience with data analytics, forecasting, business process modeling, and project management methodologies is an asset.
  • Experience working with web services such as REST APIS in JSON, XML or HTML formats, Python, SQL Server, FME and CityWide is preferred.
  • Knowledge of asset lifecycle management and infrastructure inventory systems
  • Demonstrated knowledge of project management methodologies and best practices as they apply to GIS and asset management.
  • Direct experience related to the selection, configuration, and implementation of solutions for infrastructure asset inventory, and work management is preferred.
  • Strong analytical, communication (interpersonal, written, and oral), time management and critical thinking skills.
  • Excellent organizational skills and attention to detail.
  • Ability to deal diplomatically with all levels of management, staff, elected officials and the public including solid negotiation and conflict resolution skills;
  • Valid driver’s license and willingness to work outside regular business hours, as required.
  • OACETT membership considered an asset.

The Town of Lincoln offers an attractive, competitive salary, benefits and pension package, The salary for this position (based on a 35-hour work week) is $89,043.50 – $104,167.70.
