Prior to 2019, the City of Hamilton, like many other government administrations, operated under policies to prevent fraud and waste in their offices – one of them being a whistleblower protection bylaw. These bylaws are often supported by hotlines or reporting systems that are rarely used and prone to administrative errors discouraging use.
