A councillor’s participation on a board or commission can at times be very awkward. Does the councillor represent the position of the municipality, or does the councillor – like any other member of the board – vote according to his or her own understanding, regardless of the position taken by council?
The awkwardness may translate into heated debate, especially if council has taken a strong position and the board member a contrary position. For example,
